Cadastral Technician II (#RE0202)



DEFINITION

Under general supervision, performs drafting and map maintenance work for tax assessment purposes; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the journey level class in the Cadastral Technician series. Incumbents perform work of average difficulty under general supervision of the Senior Cadastral Technician.

TYPICAL DUTIES

  • Prepares tax assessment maps working from recorded maps of subdivision tracts, parcel maps, record of surveys, deed documents, and similar data.
  • Revises existing assessment maps to reflect changes in property ownership, boundaries, and usage; updates and maintains GIS parcel base coverage, including maps, roll values and generating reports; works from property descriptions to arrive at boundary lines.
  • Utilizes CADD, GIS, and current drawing instruments, lettering devices and other drafting equipment.
  • Searches public records for basic information; researches property title and legal descriptions for currency and accuracy.
  • Inputs data into personal and on-line computers.
  • Compiles valuations from assessment rolls.
  • May be responsible for the maintenance of varied assessor's maps, records; may convert parcel descriptions to legal property descriptions.
  • Answers telephone and counter mapping inquiries.
  • MINIMUM QUALIFICATIONS

    EITHER I

    Experience:  Twelve months as a Cadastral Technician I in San Joaquin County.

     

    OR II

    Education: Completion of 12 units of drafting in civil engineering or drafting technology from an accredited college or university.

     

    Experience:  Two years of experience in cadastral drafting, civil drafting, topographic drafting or civil engineering with at least one year of experience using Computer Aided Drafting and Design (CADD) and/or GIS.

     

    Substitution: Completion of 60 additional units from an accredited college or university with major coursework in civil engineering or drafting technology may be substituted for one year of the qualifying experience.

    KNOWLEDGE

    The principles, practices, techniques and instruments of map drafting; the terminology and nomenclature relevant to mapping and computer aided drafting and design (CADD); freehand and template lettering; surveying instruments and major cartographic survey procedures; trigonometry; legal property titles; appraisal terminology.

    ABILITY

    Read and understand property descriptions, property tax laws, rules and regulations; use calculators and personal and on-line computers, printers, plotters; work at exacting tasks for extended periods; maintain records; prepare reports; communicates effectively, orally and in writing; establish and maintain effective working relationships with others.

    PHYSICAL/MENTAL REQUIREMENTS

    Mobility-Frequent operation of a data entry device, other office machinery, repetitive motion, sitting for long periods; occasional walking, standing, pushing, pulling, bending, squatting; Lifting/Carrying-Occasionally 10 pounds or less; Visual-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological-Frequent decision making, concentration; occasional public contact; Special Requirements-May operate motor vehicle, as required, to attend off-site meetings and to conduct GPS field studies. May be required to work occasional overtime.
