Under direction, supervises and reviews work of subordinate Housing Rehabilitation Specialists; performs the more difficult and complex housing preservation and housing rehabilitation work; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service rules.

This is the supervisory level in the Housing Rehabilitation Specialist series. An incumbent in this class is responsible for supervising, training and providing technical assistance to Housing Rehabilitation Specialists. An incumbent performs the more complex work and is a certified combination specialist.

• Assigns, supervises, and evaluates subordinate Housing Rehabilitation Specialists; distributes work schedules and establishes priorities.
• Assigns, reviews, and participates in the inspections of dwellings to determine rehabilitation needs to bring units into compliance with housing codes; prepares housing repair cost estimates; prepares specifications for rehabilitation work.
• Assigns and reviews program intake and eligibility functions; processes and reviews program loan applications; coordinates loan and payment procedures with other County departments and lending institutions.
• Investigates complaints regarding Housing Rehabilitation programs and procedures; mediates problems arising from homeowner, contractors, and other agencies disputes.
• Develops and implements marketing techniques for eligible applicants; makes presentations to community groups and other agencies and organizations; makes recommendation for program policies and procedures.
• Trains and orients new Housing Rehabilitation Specialists; provides staff with information regarding new county, state and federal guidelines.
• Prepares various program reports; maintain records.

EITHER PATTERN I

Experience:  Two years as a Housing Rehabilitation Specialist II in San Joaquin County.

OR PATTERN II

Experience:  Five years as a construction inspector for a public agency, whether as an employee or in a contracted capacity,  which involved inspection experience in residential, commercial and industrial construction.  

AND

Certificates:  Possession of an International Code Council’s Combination Dwelling Inspector, Uniform Codes Certificate.

License: Possession of a valid California driver’s license.

State and County building, plumbing, mechanical, electrical and energy code standards; practices, methods, materials and tools of the various trades; occupational hazards and safety precautions; principles and practices of current building construction including plumbing, mechanical and electrical requirements; basic computer and modern office automation technology and relevant computer software programs.

Appraise quality of construction and physical deterioration; read and analyze blueprints, drawings and diagrams for conformance with established standards; operate a computer and related software; review and coordinate the work of subordinate specialists; establish and maintain effective working relationships with building owners, contractors and the public; communicate effectively, both orally and in writing; prepare accurate and concise reports.

Mobility-Frequent operation of data entry device; occasionally standing, walking, crawling, bending/squatting, climbing ladders and stairs; frequent driving and sitting may be required; Lifting-Occasionally lifting 5 to 70 pounds; Vision-Frequent hand-eye coordination, depth perception, reading and close-up work; Dexterity-Normal dexterity with occasional writing; Hearing/Talking-Constant hearing and talking on the telephone/radio and in person; Emotional/Psychological-Constant public contact and decision making with frequent concentration required; Special Requirements-May occasionally work weekends/nights/overtime; may be required to travel; Environmental Conditions-Occasional exposure to noise and occasional expose to hazardous materials, dust, smoke, fumes, poor ventilation and changing indoor/outdoor conditions.
