DEFINITION

Under direction, establishes, conducts and maintains training, organizational development, and related programs that serve current and developmental needs of County employees and managers; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An employee in this single position class supports the Human Resources Division by designing, planning and implementing a variety of programs and activities related to countywide training, organizational development, and related programs, and by supervising and directing staff in the performance of assigned duties. 

TYPICAL DUTIES

  • Identifies and evaluates County employee and departmental training and staff development opportunities; works with County administrators, managers and employees to survey and assess employee development needs; coordinates the design, development and implementation of a County-wide organizational development and training programs; provides recommendations to administrators, managers and supervisors regarding the implementation of their staff development goals.

  • Reviews and evaluates training courses, instructors and materials; solicits input from various trainers and vendors regarding available training programs; supports, organizes and develops instructional programs and materials utilizing available technology and multimedia equipment to enhance learning; selects training vendors/contractors and prepares/processes agreements in order to offer needed training programs; instructs and teaches courses as needed and appropriate.

  • Coordinates and evaluates the training work performed by contractors and vendors; may plan, direct, schedule and evaluate the work performed by various subordinate staff.

  • Coordinates the preparation of various announcements and other materials which advertise the availability of staff development courses; creates and utilizes electronic training and development tools, such as online courses, social media and newsletters; coordinates the development of a countywide training manual.

  • Develops and maintains a system for tracking and reporting training participation in order to provide statistical data and monitor departmental/individual progress toward training goals; prepares a variety of training-related management reports.

  • May develop and direct various programs that improve morale, employee relations, and job satisfaction, such as recognition, suggestion, new employee orientation, educational reimbursement, and wellness programs; may design, plan and coordinate county-wide retirement, service, recognition, and other events as directed; responds to questions from employees and managers regarding training and mobility within the County structure.

  • Reviews, prepares and submits the staff development program budget; assists in budget implementation; forecasts additional funding needed for training staff, materials and supplies; monitors training expenses; processes check and cash advance requests.

  • Prepares reports, memoranda and correspondence; attends meetings; participates in management groups and task forces.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited four year college or university with major course work in business or public administration, political science, psychology, economics, industrial relations, organizational development, personnel management, education, communication, or a closely related field.

Experience:  Three (3) years of full-time professional personnel, administrative/analytical or adult education/training work that included at least one year of experience involving workplace training, employee development, employee wellness, organizational development, or employment-related curriculum management/ development.

Substitution:  1) A master’s degree in business administration, public administration, political science, psychology, economics, industrial relations, organizational development, personnel management, education, communication or a closely related field may substitute for one year of the required general personnel, administrative/analytical or adult education experience; OR 2) possession of a current certificate as a Certified Professional in Learning and Performance (CPLP), issued by the Association for Talent Development, or an acceptable equivalent certificate of competency, may substitute for the one year of required specialized workplace training, employee development, employee wellness, organizational development, or curriculum management/development experience.

KNOWLEDGE

Principles and practices of public administration and organization, including marketing and communications; principles and practices of employee supervision and management; effective employee development strategies and techniques; the business use of social and other electronic media in engaging employees and managing human resources activities and initiatives; effective training methods and learning processes; effective communication and interpersonal relations; principles and practices of budget preparation and administration; basic computer and modern office automation technology relevant to department operations; survey techniques; language mechanics and report writing.

ABILITY

Effectively gather, analyze and report on training and related data; operate basic computer and modern office automation technology, including pertinent software; prepare and present staff development recommendations for administrative and management staff; plan, organize and conduct staff development, training and other related programs; prepare promotional and other materials; develop methods to solicit participation in program events and courses; develop and maintain effective working relationships with trainers, facilitators, managers, employees and co-workers; communicate effectively, both orally and in writing; make effective presentations to individuals and groups; develop, review and manage contracts and work agreements; supervise subordinate staff.
