DEFINITION

Under general supervision, serves as an experienced specialist, lead worker, and/or working supervisor; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

This is the advanced journey level class in the Appraiser series. As a specialist, an incumbent of this class is responsible for making complex real property appraisals for tax assessment purposes. As a lead worker, an incumbent is responsible for directing and/or supervising a field crew performing appraisals of residential, agricultural, commercial/industrial, or special purpose properties.

TYPICAL DUTIES

  • Performs the most complex real property appraisals to determine market value utilizing replacement costs, market, and income analysis to arrive at value.
  • May assign, train, monitor, and evaluate the work of a professional appraisal crew involved in assessment of commercial/industrial, residential, agricultural, or special purpose properties.
  • Gathers and analyzes information relative to valuation problems; prepares recommendations and reports.
  • Represents the Assessor in appeal hearings before the Assessment Appeals Board; may appear as a witness in hearings pertaining to appraisals.
  • Represents the Assessor's Office to individual taxpayers and interested groups; explains appraisal and assessing procedures; resolves the most complex taxpayer questions or problems.
  • Maintains records, prepares reports, and dictates correspondence as required.
  • Assists in writing and maintaining procedure manuals.

MINIMUM QUALIFICATIONS

EITHER I

Experience:  Two years as an Appraiser II, Auditor-Appraiser II, or higher class in San Joaquin County service.

 

OR II

Education:  Graduation from an accredited four-year college or university.


Experience:  Three years (within the last ten years) as a real property appraiser or auditor-appraiser, two years of which must have been equivalent to an Appraiser II or Auditor-Appraiser II in San Joaquin County service.

 

Substitution:  Additional experience (within the last ten years) in accounting, auditing, appraising, building cost estimating or engineering may be substituted for the required education on a year-for-year basis.  (Experience in real estate sales or transfers will not be considered as real estate appraisal experience).

 

AND

License:  Possession of a valid California driver's license.

 

Certificates: A permanent Appraiser’s Certificate issued by the State Board of Equalization must be obtained by an employee in this class within the first year of employment. 


Special Requirement: Successful completion of: 1) an advanced income course offered by either the State Board of Equalization, the Appraisal Institute, or the American Institute of Real Estate Appraisers; and 2) one additional advanced State Board of Equalization or equivalent appraisal course.

KNOWLEDGE

Organization and procedures of the Appraiser's Office; common methods of describing real property; provisions of the State Constitution, Revenue and Taxation Code and the Assessor's Handbook pertaining to the assessment of real property for tax purposes; property values and the effect of economic trends on value and price and on the cost of construction and improvements; types and methods of construction of industrial and commercial buildings common to the area, income approach to value.

ABILITY

Independently conduct specialized technical appraisals of industrial, commercial, residential and mineral producing properties and complex rural properties, using proper appraisal techniques; read and interpret blueprints, sketches, and legal property descriptions; assemble and analyze appraisal data and analyze the factors influencing the changing valuation of real property; prepare correspondence and reports; make mathematical calculation charts and descriptive sketches in connection with appraisal work; train and supervise subordinates; analyze situations accurately and adopt an effective course of action; establish and maintain effective working relationships with others; effectively direct the work of other professionals; represent the Assessor's Office to the public agencies and boards; communicate effectively, both orally and in writing.

Mobility-Frequent operation of keyboards, sitting for extended periods, standing for long periods, walking; Lifting-Frequently 20 pounds or less;  Vision-Good vision; frequent reading and close-up work; normal hand and eye coordination; Dexterity-Normal dexterity with frequent writing and repetitive motion; Hearing/Talking-Frequent hearing and talking on the telephone and in person; Emotional/Psychological-Frequent public contact and decision making; frequent concentration required; Special Conditions-May require occasional overtime, weekend or evening work.
