DEFINITION

Under administrative direction of the Board of Supervisors, coordinates and directs the County planning, building inspection and neighborhood preservation division, serves as fire warden; and does related work as required.

CLASS CHARACTERISTICS

An incumbent of this single position, exempt class is responsible for administering County community development programs including planning, zoning, building code enforcement, redevelopment and community development block grant programs and related activities and functions. The incumbent serves at the pleasure of the Board of Supervisors; guidance is received from the County Administrator regarding organizational and budgetary matters.

TYPICAL DUTIES

  • Plans, organizes, and directs the work of County Planning, building inspection, fire inspection, and neighborhood preservation staff engaged in developing comprehensive long-range plans, in securing compliance with County building, zoning, fire and related codes and in community development project activities including residential and commercial rehabilitation; develops departmental goals and programs.
  • Establishes and implements departmental policies and procedures; reviews legislation affecting department operations and revises procedures accordingly interprets and recommends changes in zoning, building, fire, and other ordinances.
  • Serves as staff advisor and secretary to the County Planning Commission; represents the Commission on County Planning matters before the Board of Supervisors; expedites implementation of plans and programs approved by the Commission and the Board.
  • Prepares, presents, and administers the department's budget; recommends fee schedules; insures the maintenance of adequate fiscal controls.
  • Confers with other departments, agencies, or individuals regarding planning, building inspection and neighborhoods preservation programs and projects; conducts negotiations with city, state and federal agencies; coordinates department activities with other agencies.
  • Attends meetings and conferences as a representative of the County; addresses groups and individuals to interpret planning, building inspection and neighborhood preservation programs and to explain County growth trends and development.
  • Prepares complaints for legal action against violators of ordinances.
  • Directs the preparation of grant applications for Federal and State funding assistance and the monitoring and performance reporting of grant funds.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a major in urban or regional planning, public administration, geography, architecture, architectural engineering, landscape architecture, economics, ecology or related field.

Experience: Five years of progressively responsible management experience in professional planning, building inspection or related community development field.

KNOWLEDGE

Principles, methods and techniques of modern urban and regional planning; economics, sociology, architecture, legal procedures and governmental organizations as they relate to county planning and building inspection; building and zoning codes and related laws and ordinances; legal requirements relating to land-use; administrative techniques, including principles of organization, administrative analysis, personnel management and supervision.

ABILITY

Appear before and conduct public meetings; prepare and present clear, concise and comprehensive reports; plan, assign and direct the work of others; establish and maintain effective working relationships with other governmental agencies, public groups and the general public.
