DEFINITION

Under administrative direction of the County Administrator's Office, directs, plans and organizes the operations and administration of parks’ capital projects, park maintenance and repair, ground maintenance, parks and recreation programs, and the County zoo.

CLASS CHARACTERISTICS

An incumbent in this single position, exempt class is responsible for planning, organizing, and directing all aspects of the County’s Parks and Recreation system, including the remodeling, renovation, minor construction and maintenance of County parks facilities and zoo; oversees the development and implementation of recreational programs; directs the operation and maintenance of County parks, facilities and zoo; plans and coordinates required building services related to County parks, within the policies established by the County Administrator and Board of Supervisors.

TYPICAL DUTIES

  • Plans, develops and implements policies, procedures, and programs for ongoing repair; maintenance and remodeling of County park buildings and zoo; reviews requests for construction, renovation or repair of park buildings and zoo; determines the most feasible and economical means to complete work; confers with operating department representatives to plan and coordinate projects; establishes project deadlines and ensures timely completion; reviews building code requirements and other legislation or regulations affecting operations.
  • Meets and confers with representatives of state agencies, local community groups and commissions concerning parks’ programs, services and other issues.
  • Plans, develops, organizes and implements policies, procedures, and public service programs in the parks and zoo; directs and coordinates grounds and facility maintenance services, safety programs, and law enforcement services at park and recreation sites.
  • Directs the planning and organizing of parks’ capital construction projects.
  • Assigns, supervises and evaluates the work of subordinate staff; develops workload and performance standards; develops specifications for contracted services.
  • Researches and analyzes legislation, policies, procedures, and other administrative and regulatory requirements to determine the impact on planning and other activities; ensures compliance with state and federal regulations, and reports and determines impact upon the County services.
  • Prepares and administers the department budget.
    • MINIMUM QUALIFICATIONS

      DESIRABLE QUALIFICATIONS

      Education: Graduation from an accredited four year college or university with a major in parks and recreation administration, architecture, engineering, construction management, public or business administration, social services, or a related field.

      Experience: Five years of progressively responsible experience EITHER 1) managing park and recreation programs, including responsibility for grounds maintenance; 2) managing major building maintenance and repair programs; OR 3) capital projects management.

      Substitution: Additional-qualifying experience may be substituted for education on a year-for-year basis. A master's degree in a related field may be substituted for one year of experience.

      License: Possession of a valid California driver’s license.

      KNOWLEDGE

      Principles and practices of public administration, and the development, maintenance, and construction of parks and park facilities and zoo; trends in park recreation management and development; public relations techniques; statistical analysis, research methods and report writing principles; planning, assigning, supervising and coordinating the work of staff; budget analysis and preparation; local, state and federal laws and regulations, including those relating to local parks and public assembly facilities; basic computer and modern office automation technology and pertinent software programs.

      ABILITY

      Plan, organize and direct activities to achieve efficiency of operations; supervise and evaluate staff; coordinate maintenance and construction service activities with other departments; write proposals and grants; prepare and analyze budgets; prepare reports; understand and interpret complex rules, regulations and procedures; plan construction projects; analyze and estimate costs for proposed repair and construction projects; communicate effectively, both orally and in writing; establish and maintain effective working relationships with a wide variety of public and private officials, interest groups, staff, and the general public; operate computers and related software.
