DEFINITION

This position is responsible administrative work in assisting the County Board of Supervisors in the performance of its legislative and budgetary functions.

CLASS CHARACTERISTICS

Work involves the responsibility for implementing the financial, budgetary, and legislative decisions made by the Board as it affects County, inter-County, and inter-governmental affairs. Employee assists the Board of Supervisors by preparing written and oral reports concerning departmental and County problems on the basis of studies and conferences with departmental and other governmental officials. Work is performed with a large degree of independence and is subject to review by the Board of Supervisors.

TYPICAL DUTIES

  • Attends all meetings of the Board of Supervisors to advise the Board on fiscal and budgetary matters.
  • Assists the Board of Supervisors in negotiations with the federal and state governments on grant-in-aid and in processing applications for other state and federal funds.
  • Coordinates the departmental expenditures with the controls of the County Auditor to endure the exercise of proper budgetary controls.
  • Assists the Board of Supervisors to conduct its business expeditiously by drafting resolutions and ordinances and by drawing up the weekly agendas.
  • Submits periodic revenue and expenditure estimates; participates in the computation of the County tax rate; audits payments to special assessment districts.
  • Advise and assist the Board of Supervisors in the conduct of departmental budget hearings; participates in the drafting of salary and other ordinances.

MINIMUM QUALIFICATIONS

Education:  Graduation from a four year college or university with a major in public or business administration.

 

Experience:  Five years of experience in an administrative or executive capacity in private industry or government, or any equivalent combination of experience and training.

KNOWLEDGE

Extensive knowledge of the constitutional, statutory and administrative provisions affecting the organization and functions of County government; thorough knowledge of governmental accounting; thorough knowledge of the functions and organization of County departments and special districts; thorough of the federal and state financial participation programs and procedures; considerable knowledge of County taxation, auditing, and treasury functions.

ABILITY

Analyze complex fiscal data and to present clear and concise reports orally and in writing; establish and maintain effective working relationships with federal, state, and local officials; deal fairy and courteously with County employees and the general public.
