DEFINITION

Under direction, administers a major department or an assigned group of smaller departments or programs in the County Public Health Services Division of the Department of Health Care Services, and does related or other work as required.

CLASS CHARACTERISTICS

Incumbents of this exempt class are administratively responsible for several departments or programs within San Joaquin County Public Health Services; perform a broad spectrum of administrative duties within the division and the Health Care Services agency, and have considerable interface with external agencies. Direction is received from the Chief Deputy Director-Public Health Services.

TYPICAL DUTIES

  • Plans, organizes and directs the work of one or more departments and/or programs of San Joaquin County Public Health Services.
  • Selects, assigns, supervises, evaluates, and ensures appropriate management of subordinate personnel.
  • Directs and/or participates in Public Health and/or agency-wide programs and/or activities.
  • Directs and participates in the preparation and administration of budgets and operating objectives.
  • Establishes policies, procedures, and standards for conducting services in assigned areas of responsibility; assures effective customer relations.
  • Attends meetings, participates on committees as assigned; may represent Public Health Services and the Health Care Agency with outside agencies and the general public.
  • Prepares a variety of statistical, narrative and other reports; prepares correspondence.
  • May design grant projects, write grant proposals, and implement and monitor grant projects.

MINIMUM QUALIFICATIONS

Education:  Possession of a master’s degree from an accredited university in public health, nursing, business administration, public administration, or related field.

 

Experience: Two years experience managing or coordinating a public health program.

 

Substitution: Two additional years of experience may be substituted for the master’s degree.

 

Special Requirement:  For designated vacancies, positions may require one of the following:  (1) Certification with the Sate of California as a Registered Environmental Health Specialist; (2) Possession of a valid Public Health Microbiologist Certificate issued by the California State Department of Health; (3) Certification with the State of California as a Public Health Nurse; or (4) other registration or licensure in health professions as may be required by the Director of Health Care Services.

KNOWLEDGE

Principles and practices of public health administration; principles and practices of management and supervision; organizational behavior; budgeting; standards common to public health departments in the State of California.

ABILITY

Plan, direct and coordinate the activities of assigned public health programs; interpret and apply complex rules and regulations; perform complex managerial duties exercising considerable independence of action and judgment; establish and maintain effective working relationships; communicate effectively, orally and in writing.
