DEFINITION

Under general administrative direction, coordinates County homeless programs and activities by monitoring and evaluating their compliance with policies established by Board of Supervisors, the County Administrator, and the Health Care Services Agency Director; serves as a liaison between the County, local jurisdictions, various public and private agencies, and the San Joaquin Continuum of Care to coordinate and facilitate the alignment and integration of homelessness initiatives, policies, programs, services and funding; through subordinate staff, coordinates the County’s use of various funding sources and ensures compliance with grant requirements; provides oversight of services and programs for citizens dealing with homelessness and does related or other work as required.

CLASS CHARACTERISTICS

This is a single position, at-will class that is exempt from the San Joaquin County Civil Service System. Direction is received from the Health Care Services Agency Director. The incumbent interfaces extensively with County departments, external agencies as well as other community partners to coordinate utilization of federal, state and local homeless program funds while ensuring compliance with all applicable laws and regulations as well as policies
established by the Director of Health Care Services, the County Administrator, and the Board of Supervisors. The incumbent is expected to model a strong work ethic and leadership skills, including accountability for oneself and others.

TYPICAL DUTIES

  • Plans, organizes, coordinates and evaluates County homelessness initiatives; provides County leadership and participates in the development of new initiatives and provides centralized administration and support related to County homeless program planning, grant development/preparation, funding management, and service contracting; identifies opportunities to maximize efficiency, improve service levels, reduce costs, and ensure effective utilization of available resources; exercises good judgment and makes sound business decisions in performing assigned activities; provides strategic leadership through communication, demonstration, and accomplishment of the organizational mission, vision, and values.
  • Facilitates the formulation of an integrated and comprehensive countywide strategy of homelessness prevention, diversion, temporary shelter, rapid re-housing, permanent supportive housing, permanent housing, and impact reduction; collaborates with County departments, community and local government partners, stakeholders, businesses and neighborhoods, to communicate and receive information and negotiate effective solutions to difficult problems; serves as a resource to municipal and community partners regarding program development and regulatory compliance.
  • Monitors and evaluates the efficiency and effectiveness of homelessness initiatives and programs, including, but not limited to, those involving housing, land use, healthcare, social services, public assistance, and criminal justice; assesses their effectiveness in achieving established goals and objectives; develops, analyzes and monitors program performance indicators to ensure compliance with established standards and requirements; advises County department heads, the County Administrator, and/or the Board of Supervisors, Continuum of Care Task Force, regarding gaps and inefficiencies; recommends and implements process changes to improve outcomes while providing superior customer service.
  • Interacts frequently and extensively with a wide variety of individuals, businesses, groups including elected officials and leadership of County and City departments, community-based organizations in both public and private sector.
  • Leads, coordinates and through subordinate staff, prepares grant proposals to obtain federal, state or local funding for homelessness initiatives; reviews and evaluates County and local community program and service proposals for consistency with strategic goals and objectives; administers procurement activities and oversees contract administration; assists and advises contractors on meeting administrative requirements. 
  • Develops and establishes policies and procedures regarding the administration of homelessness funding; analyzes and interprets existing and proposed federal, state, and local legislation, policies, procedures and other directives to determine impact on countywide homelessness activities.
  • Coordinates and/or prepares plans and reports required by County management, regulatory agencies, and/or various funding sources; researches and analyzes narrative, financial and statistical data; designs, administers and/or conducts surveys; monitors and administers assigned budgets; coordinates fiscal or program audits; prepares complex correspondence, proposals, charts, graphs, maps, accounting records, narratives, statistics and other documents as required to effectively communicate with stakeholders; makes oral and written presentations.
  • Provides training and information to County staff and/or community partners on homelessness-related problems, trends, and opportunities; develops and disseminates educational materials; makes presentations to individuals and groups on various homelessness-related subjects. 
  • Attends and may provide presentations at meetings and conferences, including meetings of the Board of Supervisors; participates on committees and task forces; develops and maintains cooperative and collaborative working relationships with federal, state and local government officials, other county agents, community groups, and the public; represents the County effectively and positively.
  • Effectively utilizes technology to perform and improve systems and processes; provides leadership on technology improvement and development projects related to areas of assignment.
  • May supervise subordinate administrative and/or clerical support staff, including responsibility for employee selection, assignment, evaluation and discipline.

MINIMUM QUALIFICATIONS

DESIRABLE QUALIFICATIONS

Education: Possession of a master’s degree from an accredited college or university in business or public administration, community or economic development, social work, counseling, communications, or a field likely to provide the knowledge and abilities required for this class.

Experience: Five years managing or administering housing or homeless programs for a public or non-profit agency; OR five years managing behavioral health, health care, social service, public assistance or other programs that served the homeless community, including responsibility for policy development and grant management.

REQUIRED QUALIFICATIONS

Education:  Possession of a bachelor’s degree from an accredited college or university with major course work in business administration, public administration, community development, social science, criminal justice, behavioral science, biological science, or a closely-related field.

License:  Possession of a valid California driver’s license. 

KNOWLEDGE

Principles and practices related to program management and administration, including effective program planning, policy development, organization, coordination, evaluation and fiscal management; current trends in governmental responses to homelessness through community development, healthcare, behavioral health, social service, law enforcement, and public assistance programs; San Joaquin County community services available to assist homeless persons; principles and practices of public finance and funding development, including grant submission, administration and management; organizational structures, business methods, procedures, rules, regulations and standards common to public agencies; laws related to the financial administration of county government; research and data analysis methods; principles and methods of effective communication, including analytical business writing and presentations; basic principles and practices of social science and human behavior; public assistance programs typically administered through county government; project management; effective education, training, public relations and customer service techniques; principles of public agency supervision and personnel management; modern office automation technology and software relevant to assigned operations.

ABILITY

Provide appropriate and effective leadership and coordination for a diverse group of stakeholders seeking to address homelessness in the county; plan, coordinate and administer a major homelessness program or initiative in a cost effective manner, while ensuring excellent customer service; develop and recommend administrative goals, strategies, policies and procedures; work collaboratively with County staff, various public and private agencies, community groups, and other pertinent stakeholders to define and achieve successful outcomes; evaluate program effectiveness for the purpose of meeting requirements and allocating funds; exercise good judgment and make sound managerial decisions; exercise analytical and critical thinking to evaluate complex problems and recommend appropriate solutions; understand, interpret and apply complex rules and regulations pertaining to homeless program funding and operations; analyze and evaluate program mandates and work within federal, state, or other types of regulatory systems; formulate and present short and long-range plans; recommend the development and utilization of effective automated systems; prepare and administer budgets, grants, and financial and statistical records; communicate effectively, both orally and in writing; establish and maintain effective working relationships with others including the general public, County management, advocacy groups, and other groups and individuals both internal and external to San Joaquin County government.
