DEFINITION

Under direction, administers an assigned group of departments or programs within San Joaquin General Hospital; and does related or other work as required.

CLASS CHARACTERISTICS

Incumbents in this exempt class are administratively responsible for several departments or programs within San Joaquin General Hospital; perform a broad spectrum of administrative duties within the hospital and Health Care Services; and have considerable interface with external agencies. Direction is received from higher level administrative staff.

TYPICAL DUTIES

  • Plans, organizes and directs the work of several departments or programs of San Joaquin General Hospital; selects, assigns, supervises, evaluates and ensures appropriate management of subordinate personnel.  
  • Directs and/or participates in hospital and/or agency-wide programs and/or activities including, but not limited to: Risk Management, Quality Assurance, Managed Care, Emergency Medical Services, and Hospital Accreditation.  
  • Directs and participates in the preparation and administration of budgets and operating objectives.  
  • Establishes policies, procedures, and standards for conducting services in assigned areas of responsibility; assures effective customer relations.  
  • Attends meetings; participates on committees as assigned; may represent San Joaquin General Hospital and the Health Care Agency with outside agencies and the general public.  
  • Prepares a variety of statistical, narrative and other reports; prepares correspondence.  
  • May design grant projects, write grant proposals, and implement and monitor grant projects.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four-year college or university with a major in Public Administration, Business Administration, Hospital Administration, Health Planning, or closely related field.

Experience: Three years of management, administrative or analytical experience involving fiscal, personnel, procedural, operational and/or organizational matters in a health care setting.

Substitution: A Master's Degree in Hospital or Health Care Administration may be substituted for one year of the required experience; additional experience may be substituted for the required education on a year-for-year basis. 

KNOWLEDGE

Principles and practices of hospital administration; principles and practices or management and supervision; organizational behavior; budgeting; accreditation standards common to acute care hospitals in the State of California.

ABILITY

Plan, direct and coordinate the activities of assigned hospital departments; interpret and apply complex rules and regulations; perform complex managerial duties exercising considerable independence of action and judgment; establish and maintain effective working relationships; communicate effectively, orally and in writing; maintain effective customer relations programs.
