DEFINITION

Under general direction, administers several clinical service divisions of San Joaquin General Hospital; and does related or other work as required. This position is exempt from the San Joaquin County Civil Service System.

CLASS CHARACTERISTICS

An incumbent of this exempt class is administratively responsible for several clinical departments of San Joaquin General Hospital, performs a broad spectrum, of administrative duties within the hospital and Health Care Services; and has considerable interface with external agencies. Direction is received from the Chief Deputy Director, San Joaquin General Hospital or Director of Health Care Services.

TYPICAL DUTIES

  • Plans, organizes and directs the work of major divisions of San Joaquin General Hospital which provide clinical services.
  • Selects, assigns, supervises, evaluates, and ensures appropriate management of subordinate personnel.
  • Plans and develops policies, procedures, programs and standards for conducting hospital services, organizes clinical treatment programs in conjunction with medical and nursing staff.
  • Directs and participates in the preparation and administration of division budgets and operating objectives.
  • Insures development and maintenance of programs to maintain hospital accreditation and licensing in clinical divisions; prepares and reviews reports and other materials.
  • Confers with other hospital administrative staff in developing recommendations to advisory boards, the County Administrator, and Boards of Supervisors.
  • Interprets, in conjunction with other hospital administrative staff, hospital policies and clinical programs to County departments, community groups, and a variety of local, State and Federal agencies.
  • Attends meetings, participates on hospital, medical staff and other committees, and acts as liaison between San Joaquin General Hospital, Health Care Services; outside agencies and the general public.
  • Directs the preparation of and prepares a variety of statistical and other management reports.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited four-year college or university with a major in Public Administration, Business Administration, Hospital Administration, Biological Science, or closely related field.          

Experience Four years of administrative or analytical experience involving fiscal, personnel, program, procedural and organizational matters in a health care setting, preferably an acute care hospital, ambulatory health care setting, or large physician group practice.

 

Substitution:  A Master’s Degree in Hospital Administration, Health Care Administration, Business Administration, or related field may be substituted for one year of the required experience.

KNOWLEDGE

Principles and practices of hospital administration; principles and practices of business administration including budget and fiscal management; supervision; organizational structure, methods, procedures, rules, regulations, and accreditation standards common to acute care hospitals.

ABILITY

Plan, direct, and coordinate the activities of assigned hospital divisions; interpret and apply complex rules and regulations; perform complex managerial duties exercising considerable independence of action and judgment; establish and maintain working relationships; communicates effectively, orally and in writing.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Sitting for long periods, walking; occasional standing, pushing, pulling, bending, squatting, climbing; Lifting-Frequently 5 pounds or less; occasionally 5 to 30 pounds; Visual-Constant good overall vision and reading/close-up work; frequent color perception and use of eye/hand coordination; occasional use of depth perception and peripheral vision; Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person; Emotional/Psychological-Frequent decision making, concentration, and public contact; Special Requirements-May require working nights and weekends; Environmental-Occasional exposure to varied weather conditions.
