DEFINITION

Under administrative direction, directs and manages to activities and resources of the County’s Capital Projects Division of the General Services Department; oversees capital project and construction requirements; provides policy recommendations to senior County officials related to capital project planning, project management, construction, and project delivery; may act for the Director or Assistant Director in their absence; and performs related or other work as required. 

CLASS CHARACTERISTICS

Capital Projects Administrator is a single-incumbent class responsible for directing, organizing, and staffing the full scope of capital projects for the County Administrator’s Office, including responsibility for financial planning, coordination, project management, monitoring construction management, and forecasting of County departmental space and facility needs.  The incumbent also has broad administrative responsibility for short and long-range strategic planning, policy and procedure development/implementation, and budgetary control. This class is exempt from the San Joaquin County Civil Service system and is an “at-will” position.

This class is distinguished from the Assistant Director of General Services in that the latter has overall management responsibility for the General Services Department.

TYPICAL DUTIES

  • Manages, plans, coordinates, and directs the activities and functions of Capital Projects, including oversight of the design, construction, and modifications of County buildings and structures.
  • Develops and implements goals, objectives, policies, procedures, and work standards.
  •  Provides input into the development of the division's annual operating budget, including the capital projects budget; approves and monitors financial expenditures; researches state and federal grant opportunities and other revenue sources for capital project funding.
  • Effectively controls the contract administration and project management of capital building programs, modifications or maintenance projects; serves as construction project manager.
  • Supervises the development of approved master plans and strategic studies, site feasibility studies, and the County's overall capital planning process; assures that project program and conceptual design meet the County's needs and are compatible with master plans and strategic studies.
  • Analyzes priorities and makes recommendations regarding priorities related to capital improvements, alterations, forecasting space allocations, and new projects; reviews and approved reports and designs to ensure adequacy and compliance with project program and constructability.
  • Secures the approval of designs and construction documents by the appropriate agencies.
  • Participates in selecting, training, motivating, and evaluating assigned personnel; works with employees on performance issues; recommends discipline and termination procedures as needed.
  • Works with and represents the County in relations with department officials, cities, state, and various agencies or community groups regarding capital projects; consults with County department heads and staff in achieving objectives; evaluates project requests, design concepts and existing facilities to ensure they meet County needs; prepares and presents information or reports in a public forum or hearings.
  • Analyzes and provides recommendations on legislative proposals that impact the County’s ability to fund or deliver capital improvements.
  • Coordinates design teams, implementation teams, contractors, engineers, estimators, and inspectors; provides direction and supervision to others, including consultants, in the completion of assignments.
  • Conducts studies of existing and proposed buildings and alterations; estimates project cost; advises on project feasibility; prepares reports and recommendations on findings.
  • May administer, screen, and coordinate the selection process for consulting services.
  • Oversees payment of invoices for contract services, ensuring invoices are accurate and within agreed parameters.
  • Manages special projects; researches and analyzes information and statistical data; conducts research and surveys; prepares complex correspondence, reports, and other documents; makes oral presentations; negotiates effective solutions to complex problems.
  • Coordinates and attends meetings and conferences, including Board of Supervisors meetings; provides recommendations on matters germane to areas of assignment; participates on committees and task forces, as well as in-service trainings and seminars as assigned; interprets and presents information on capital projects; develops and maintains collaborative working relationships with various state, local, and County officials, managers, community groups, regulators, and the public; may represent the General Services Department, as assigned.

MINIMUM QUALIFICATIONS

DESIRABLE QUALIFICATIONS:


Education:  Graduation from an accredited four-year college or university with a major in construction management, architecture, facility planning, engineering, or a closely related field.


Experience:  Five years of progressively responsible experience in construction management, capital projects planning, or architectural design, and two years of related supervisory or managerial experience.


Substitution:  Certification as a Certified Construction Manager as issued by the Construction Manager Certification Institute or Program Management Professional certification as issued by the Project Management Institute.


AND


License:  Possession of a valid California driver’s license.

KNOWLEDGE

Advanced principles and practices of capital project management; administrative principles, practices, and methods, including goal setting, program development, implementation and evaluation, policy and procedure development, and quality control; modern construction methods and practices; applicable codes, laws and regulations pertaining to public building projects; principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures; advanced concepts of cost estimating, budgeting, contract administration, and scheduling techniques; principles and practices of engineering, architecture, construction, maintenance, and real property transactions;  principles and practices of public administration and local government operations, including accounting, budgeting, organizational planning and analysis, statistical analysis, research methods, and report writing; principles of facilitation and conflict management; methods and techniques of long-range capital facilities planning and administration; contract administration; land use; basic computer and modern office automation technology and related software programs.
