DEFINITION

Under administrative direction, plans, organizes and directs the County's waste management programs; and does related or other work as required in accordance with Rule 3, Section 3 of the Civil Service Rules.

CLASS CHARACTERISTICS

An employee of this single-position class is responsible for the administration and daily operation of all phases of the County's Solid Waste Division. The Integrated Waste Manager prepares, administers, and evaluates the annual program and budget for the County Solid Waste Division functions

TYPICAL DUTIES

  • Prepares and monitors the various division budgets; directs the development and maintenance of cost accounting functions for all funds assigned to the division; develops and manages related information management systems; maintains mandated records and prepares reports; coordinates studies to determine the costs of existing and proposed projects; recommends fees; recommends procedures to reduce expenses and increase revenues.
  • Represents the County's interests in federal, state, regional and local governing boards, committees and task forces; testifies when necessary at federal, state, regional and local governing boards to describe and defend project applications; maintains liaison among public jurisdictions, private entities, and the public to ensure cooperation on all integrated waste management projects and to resolve potential conflicts; provides staff services as necessary.
  • Plans, organizes and directs waste reduction activities; develops and administers mandated programs for public education and services, including waste reduction, household hazardous waste, source reduction, recycling, and composting.
  • Administers the operation of County-owned and/or operated disposal sites, transfer stations and resource recovery stations; coordinates the study, recommendations, acquisition and development of new disposal sites, including related engineering activities.
  • Reviews and updates contracts and agreements, including negotiating refuse collection rates, contracts and licenses; prepares general specifications with direction for work to be done by consultants and monitors consultant contract provisions; recommends amendments or modifications; ensures implementation.
  • Reviews and updates the various planning documents and related elements, including the County Solid Waste Management Plan, Integrated Waste Management Plan, Household Hazardous Waste Management Plan, and the Hazardous Waste Management Plan.
  • Directs the review and analysis of legislative information; researches and keeps abreast of all applicable laws and regulations affecting integrated waste management; provides related technical advice to other agencies when necessary.
  • Assigns, supervises and reviews the work of subordinate professional staff; resolves personnel and staffing problems; performs related work as required.

MINIMUM QUALIFICATIONS

Education:  Graduation from an accredited four-year college or university with major in business or public administration, environmental studies, civil engineering, or a closely related field.

 

Experience:  Four years of responsible management or administrative experience in a public or private solid waste management agency.

 

Substitution:  Additional-qualifying experience may be substituted for the required education on a year-for-year basis.

KNOWLEDGE

Principles and practices of public administration, leadership, staff development, motivation and program management; principles and practices of budgeting and financial analysis; local, state and federal laws and regulations related to integrated waste management; interrelationships among government agencies; the political decision-making processes; research, analytical and statistical methods applicable to integrated waste management; effective public information techniques.

ABILITY

Plan and effectively coordinate the activities of the division; supervise others; prepare and analyze statistical and financial data; prepare and present clear and concise reports; analyze, evaluate and resolve problems; negotiate contracts and evaluate effectiveness of contract services provided; establish and maintain effective working relationships with other agencies, department staff and the general public.
