DEFINITION

Under administrative direction, performs administrative engineering work by directing the work of several major divisions within the department; serves as key policy advisor to the Director; acts for the Director in his absence; and does related work.

CLASS CHARACTERISTICS

An incumbent of this class is the administrative head of a major group of divisions within the Public Works Department. This class is distinguished from he Deputy Director-Public Works by the added responsibility for acting in the Director's absence and providing additional input in department policy and direction. This class is exempt from Civil Service.

TYPICAL DUTIES

  • Plans, organizes and directs, through division heads, the activities of several major divisions of the Public Works Department; selects, trains and evaluates immediate subordinates.
  • Prepares and reviews plans, specifications, cost estimates, permits, grants and legal documents for Public Works projects; does field review of projects prior to completion and acceptance.
  • Develops and implements improvements in economy, efficiency and quality of work in organization, operations and services.
  • Serves as key advisor to the Director on the establishment of departmental polices and procedures.
  • Prepares and reviews correspondence, reports and other materials, makes recommendations on operations, services and other matters; prepares Board of Supervisors' agenda items for review by the Director.
  • Confers with and provides technical advice to county department heads and others.
  • Represents the department and acts as liaison with other governmental agencies, contractors and the general public as assigned.
  • Prepares and reviews ordinances, resolutions, grant applications, agreements and other legal documents affecting the Public Works Department.
  • Assist in preparation and administration of department budget.
  • Prepares cost estimates of future projects; maintains records of project funds; makes recommendations for transfer of funds of Public Works projects and maintains related records.
  • Acts for the Director in his absence.

MINIMUM QUALIFICATIONS

Education: Equivalent to a graduation from an accredited four-year college or university with a major in civil engineering or closely related field.

Experience: Five years professional engineering work in a supervisory or administrative capacity within a large organization performing diversified public works activities, two of which must have been as a Registered Civil Engineer.

Licenses: 1) Possession of a valid Certificate of Registration as a Civil Engineer as issued by the California State Board of Registration for Civil and Professional Engineers; 2) Possession of a valid California driver's license.

KNOWLEDGE

Principles and practices of administration and supervision; State and local laws governing planning, development and maintenance of public works projects; work methods; materials and equipment used in engineering maintenance and construction of roads, bridges and related structures; principles and practices of civil and traffic engineering; general operations of a utility district, refuse disposal, ferries; general automotive and equipment shop operations; public relations principles and techniques.

ABILITY

Plan, direct and administer the work of several large divisions; review and evaluate the work of subordinates; establish priorities; prepare technical reports and correspondence; establish and maintain effective working relationships with others; express oneself clearly and concisely, both orally and in writing.
