DEFINITION

Under administrative direction, performs management and analytical work to assist the Retirement Administrator in planning, organizing, and supervising the activities of the San Joaquin County Employees' Retirement Association (SJCERA); assists in administering policies and regulations of the Retirement Board in accordance with the County Employees' Retirement Act of 1937; and does related or other work as required.

CLASS CHARACTERISTICS

This is a single position, exempt class. The incumbent is responsible for oversight and management of the day-to-day operational activities of SJCERA and for providing support to the Retirement Administrator and the Retirement Board. Duties are both managerial and analytical in nature, and the incumbent is expected to demonstrate a high degree of initiative, independent judgment, and expertise in retirement operations. The incumbent will also act in the absence of the Retirement Administrator.

TYPICAL DUTIES

  • Assists in planning, organizing, directing, and supervising SJCERA operations and activities; selects, assigns, directs, trains, and evaluates staff as required. 
  • Assists in organizational strategic planning; helps develop goals and objectives; monitors and evaluates organizational production and procedures; develops, recommends and implements policies and procedures to improve efficiency and efficacy of operations. 
  • Provides broad oversight and management of retirement benefits administration and helps assure that SJCERA operations are in compliance with legal and Board directives; directs the day-to-day processing of member benefits, benefits counseling, disability retirement applications, and claim investigations; implements complex statutory and regulatory provisions relating to benefits eligibility and distribution. 
  • Assists the Retirement Administrator in representing the retirement system on matters concerning retirement and the implementation of Board policies. 
  • Coordinates and/or provides training for Board members and staff; oversees and/or participates in various retirement-related presentations to the public; oversees the development and maintenance of SJCERA booklets, pamphlets and other informational materials; oversees SJCERA website maintenance; works with the Board Newsletter Committee.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four-year college or university with a major in accounting, public or business administration, finance, economics, or closely related field.

Experience: Four years of increasingly responsible fiscal, accounting, auditing, benefit administration, or administrative/analytical work in a defined benefit retirement system, including at least one year in a supervisory capacity.

KNOWLEDGE

Principles, practices, methods and techniques of administering a defined benefit retirement system; principles and practices of public administration, office management and supervision; general provisions of the County Employees' Retirement Act of 1937, the Public Employees' Retirement System and other federal and state laws related to retirement and related fund management, computerized data maintenance, processing, reporting and documentation; modern office procedures, practices, and equipment, including computers and applicable software applications; some familiarity of principles and practices of investment theory and current practices.

ABILITY

Assist with planning, organizing, managing, supervising, and directing the complex operational activities of a retirement organization; understand, interpret and apply complex legislation and regulations pertaining to public employee retirement; analyze policy issues and help develop goals and objectives; prepare and interpret various reports, records and other documents; operate office equipment including computers and supporting word processing, spreadsheet and database applications; adapt to changing technologies and learn the functionality of new equipment and systems; communicate efficiently and effectively, both orally and in writing; establish and maintain effective working relationships with Retirement Board members, County officials, external investment managers, County employees, the general public and others.

PHYSICAL/MENTAL REQUIREMENTS

Mobility-Frequent operation of a data entry device and sitting for long periods of time; occasional standing for long periods of time, walking, pushing/pulling, bending/squatting, driving, and climbing stairs; Lifting-Frequently 5 lbs or less; occasionally 5 to 30 lbs; Visual-Constant use of overall vision and reading/close-up work; frequent need for color perception, hand/eye coordination, and field of vision; Dexterity-Frequent holding, reaching, grasping, repetitive motion, and writing; Hearing/Talking-Frequent hearing of normal speech, hearing on the telephone, talking in person and on the telephone; Emotional/Physiological Factors-Frequent decision making, concentration, and working alone; speaking in public; occasional public contact; Special Requirements-May require working weekends/ nights; occasional travel; Environmental Conditions-Occasional exposure to noise, dust, and poor ventilation; occasional exposure to varied weather conditions.
