DEFINITION

Under general direction, performs responsible administrative work in directing the operations of the Treasurer-Tax Collector’s Office; and does related or other work as required.

CLASS CHARACTERISTICS

The Assistant Treasurer-Tax Collector is exempt from the San Joaquin County Civil Service system and is an at-will position.  This is a senior management classification and reports directly to the Treasurer-Tax Collector.   An employee in this classification is responsible for assisting in the management of all divisions in the Treasurer-Tax Collector’s Office to include: 1) Treasury, 2) Tax Collection, and 3) Revenue & Recovery; for directing the billing for and collection of tax and license monies; for ensuring that statutory requirements are met; and for directing the investment of idle funds and the operation of the County Treasury.

This classification description is a general guideline for the Assistant Treasurer-Tax Collector.  The typical duties statement is not restrictive and responsibilities and duties may expand beyond those identified in this job specification.

TYPICAL DUTIES

  • Plans, assigns, directs and administers the ongoing operation of the Treasurer-Tax Collection and Revenue & Recovery divisions; establishes fiscal investment and accounting procedures.
  • Directs both Treasurer-Tax Collection and Revenue & Recovery Division operations through subordinate supervisors; assigns, supervises, trains and evaluates subordinates; prepares and oversees disciplinary actions.
  • Reviews and analyzes investment opportunities; recommends investment of County funds; performs cash flow and other analyses.
  • Reviews and analyzes proposed and existing legislation for both Treasurer-Tax Collection and Revenue and Recovery Division operations; recommends changes necessary to implement new legislation; prepares division policies and procedures; ensures implementation and compliance of policies and procedures.
  • Serves as liaison with investment banker, brokers and individuals involved in assessment, collection and disbursement of funds.
  • Audits financial reports and records; prepares or directs preparation of financial and other reports for both Treasurer-Tax Collection and Revenue and Recovery Division operations; prepares budgets for department.
  • Acts in the absence of the Treasurer-Tax Collector.

MINIMUM QUALIFICATIONS

DESIRABLE QUALIFICATIONS

EducationGraduation from an accredited four-year college or university with a major in Economics, Public Administration, Business Administration or a related field with a minimum of nine upper division units in Accounting and Finance.

ExperienceFive years of increasingly responsible financial or fiscal experience preferably in a public agency.

Licenses/Certificates: Possession of a valid Certified Public Accounting (CPA) license is preferred.

KNOWLEDGE

California taxation and revenue codes; principles and practices of management, supervision and training; principles and practices of investment management, public financial administration, accounting and treasury management; modern office automation and information systems equipment and procedures.

ABILITY

Review, analyze and interpret new and existing legislation; plan, organize and direct the work of others; perform cash flow and related analyses; audit financial and accounting records; establish office procedures and financial controls; communicate effectively, both orally and in writing; establish and maintain effective working relationships with other employees, governmental agencies and the public.
