DEFINITION

Under general administrative direction, leads the countywide annual budget preparation process, in the County Administrator’s Office; develops, directs, and coordinates budget preparation and quarterly financial reporting; understands the analytical requirements necessary for a structurally balanced budget; performs difficult managerial and administrative work; and does related or other work as required.

CLASS CHARACTERISTICS

The Chief Deputy County Administrator is an at-will, single position class that is exempt from the San Joaquin County Civil Service system. The incumbent reports to the County Administrator or Assistant County Administrator. This key leadership position has the countywide responsibility for budget preparation, quarterly fiscal reporting, ongoing monitoring of the annual budget, and multi-year financial analysis, and requires an understanding of structurally balanced budget requirements, including the Board of Supervisors priorities, as part of the annual budget process.   The Chief will lead efforts to innovate and lead best practices in financial reporting and measure outcomes with data-driven decision making. The incumbent is responsible for ensuring the County’s budget process and financial reporting complies with all applicable laws and regulations as well as the policies established by the County Administrator and the Board of Supervisors.  The incumbent is expected to model a strong work ethic and leadership skills, including accountability for oneself and others. 

TYPICAL DUTIES

  • Plans, organizes and leads the County’s annual budget preparation process in a manner that innovates, is useful and informing, that maximizes efficiency, improves addressing community needs, reduces redundancy, and recommends cost efficiency options. 
  • Takes the initiative to exercise good judgment and makes sound business decisions in the distribution of resources in alignment with the Board of Supervisors strategic priorities; provides leadership through written and verbal communication and accomplishment of the County’s annual fiscal outcomes.
  • Develops the County’s multi-year strategic financial plan based on the annual budget, significant ongoing fiscal related factors, labor agreements, pension costs, State and Federal resources, and general fund revenue: coordinates and directs special projects, studies and analyses of a highly complex, difficult, and sensitive nature and understands labor related costs analysis.
  • Participates in meetings of the Board of Supervisors, its committees, policy groups and other groups as assigned by the County Administrator or Assistant County Administrator; makes presentations and provides recommendations on matters relevant to areas of assignment.
  • Understands the various operations of County government, supports and provides insight to County Department Heads and staff on financial decisions.
  • Understands and develops strategy and analysis for labor negotiations.
  • Negotiates, administers and understands capital financing and complex financial agreements.
  • Develops and administers policies and procedures related to financial activities; may prepare recommendations for changes in County administrative policy and state/federal legislation. Understands economic and demographic indicators and their relevance to the local economy and county resources.
  • May supervise staff as assigned; will provide orientation, mentoring and training to County staff regarding budget and financial reporting and analysis. 
  • Understands annual audited financial statements, internal controls and governmental auditing standards.

MINIMUM QUALIFICATIONS

DESIRABLE QUALIFICATIONS

Education:  Graduation from an accredited college or university with a master’s degree in accounting, finance, economics, business or public administration, or a closely-related field. 

Experience:  Five years of senior-level managerial experience with responsibility for developing, administering, and directing annual budget preparation for a medium to large (550,000 population or more) county or municipal government setting.

KNOWLEDGE

Principles, practices, and procedures of the governmental accounting standards board, including governmental accounting, budgeting, fiscal analysis, financial planning, labor negotiations, project management, and capital financing; fiscal and administrative problems and issues typically experienced by large governmental jurisdictions with diversified activities; practices and procedures of financial analysis, including forecasting and trend analysis; laws relating to the financial administration of county government and the effect of legislation on local government operations; research methods, statistical analysis, and report writing; innovation; practical and operational issues within the political environment of a county government agency.

Plan, direct, and coordinate the budgetary operations of a large and complex government organization in a cost-effective manner while also ensuring excellent customer service; efficiently and effectively apply the principles, practices, and financial management of assigned programs and operations; manage the preparation and administration of large, complex budgets as well as fiscal and financial records; utilize automation and innovate systems to develop and maintain data; apply statistical methods in the analysis of management practices; manage multiple and changing priorities; conduct research and make appropriate decisions based on objective analysis of the information; provide appropriate and effective leadership and management over diverse staff teams; exercise good judgment and make sound managerial decisions; exercise analytical and critical thinking to analyze complex problems and recommend appropriate solutions; understand, interpret, and apply legal codes, regulations, and rules pertaining to assigned operations; communicate effectively, both orally and in writing; and establish and maintain effective working relationships with those contacted during the course of work, including the County Administrator’s Office staff, other County department heads and their staff, the Board of Supervisors, community groups, and others at all levels, both within and outside the County.
