DEFINITION

Under administrative direction, directs and manages the administrative, financial, and operational functions of a major bureau (division) of the Human Services Agency; participates in strategic planning and organizational development activities; represents the Agency and/or acts for the Director as assigned; and performs related duties as required.

CLASS CHARACTERISTICS

Positions allocated to the senior management class of Deputy Director Human Services Agency are at-will and exempt from the San Joaquin County Civil Service system.  Incumbents report to the Director of Human Services Agency or to the Assistant Director of Human Services and are responsible for leading, administering, and directing assigned budgets, functions, and activities and ensuring their compliance with all applicable laws and regulations as well as the policies established by the Director of Human Services Agency, the County Administrator, and the Board of Supervisors.  Incumbents are expected to model a strong work ethic and leadership skills, including accountability for themselves and others.  They interface extensively with external agencies and may represent the Agency in the absence of the Director.

TYPICAL DUTIES

  • Plans, organizes and directs the activities, functions and budgets of a major bureau (division) or program within the San Joaquin County Human Services Agency; develops and recommends operational objectives; directs operations to maximize efficiency, improve service levels, reduce administrative and service provision costs, and ensure effective utilization of available resources; exercises good judgment and makes sound business decisions in managing activities; provides strategic leadership through communication, demonstration, and accomplishment of the organizational mission, vision, and values. 
  • Assists with the development and implementation of quality control and quality improvement programs and initiatives; analyzes and monitors performance indicators and ensures that assigned operations meet established standards; recommends process improvements to ensure operational effectiveness and superior customer service. 
  • Directs the activities of assigned staff through subordinate managers and supervisory staff; selects staff and evaluates performance; provides for staff development and training; monitors and directs employee relations activities; reviews and takes action on disciplinary matters as needed. 
  • Assists with the establishment of departmental policies and procedures in compliance with Agency and external requirements; analyzes and interprets existing and proposed federal, state, and local legislation, policies, procedures and other directives to determine impact on assigned operations; recommends and implements policies and procedures to ensure compliance with relevant legislative and regulatory guidelines; interprets policies and procedures to staff. 
  • Performs and/or directs the assessment of community needs pertaining to assigned bureau operations; develops program plans and service delivery methods to meet identified needs in an efficient and effective manner; develops and implements goals, objectives, and long-term plans for departmental services and programs within assigned areas of accountability; develops specific proposals to address operational and service delivery issues.
  •  Directs or assists with the preparation, presentation, and administration of departmental budgets; analyzes fiscal information and recommends cost efficiency options; coordinates with other managers regarding bureau and/or departmental fiscal issues. 
  • Designs grant projects, writes grant proposals, and implements and monitors grant projects. 
  • Assists with the effective development and utilization of technology to improve departmental systems and processes. 
  • Analyzes and summarizes complex narrative information and statistical data; prepares or supervises the preparation of reports, records, correspondence and presentations for department and/or county management, as well as federal, state, or other external agencies and organizations; makes presentations to groups and individuals, including boards and commissions, on bureau and/or departmental issues. 
  • Develops and maintains cooperative and collaborative working relationships with federal, state, and county officials, other counties, community groups, and the public; meets and confers with various agents to negotiate effective solutions to difficult problems; coordinates the provision of departmental services as assigned; explains and interprets policies, procedures and regulations for complex program issues.
  • Attends meetings and conferences; participates on committees and task forces pertaining to issues germane to the department; may represent the Human Services Agency to outside agencies and/or the general public; may represent the Director in his/her absence as assigned.

MINIMUM QUALIFICATIONS

DESIRABLE QUALIFICATIONS

Depending upon the nature of the bureau assignment, the specific desirable qualifications may vary.


Education: Graduation from an accredited college or university with a master’s degree in public or business administration, social work, or a closely-related field.


Experience: Five years of managerial experience in a public social service agency organization or program, including two years in a large-scale or highly specialized operation or program.  Depending on assignment, specialized experience related to fiscal, income maintenance, children’s social services, adult social services, aging services, or other specialized human services activities may be desirable.


REQUIRED QUALIFICATIONS

License: Possession of a valid California driver’s license.

KNOWLEDGE

Principles, practices, and methods of administration, organization and management necessary to develop analyze, evaluate and implement administrative policies in a public social services agency; budget development and administration; supervision and training; methods and techniques of providing casework consultation to staff; provisions of governmental codes pertaining to public assistance and other social services; social, political and economic issues influencing area of responsibility; project management and administration; available public and private social service resources; principles of public relations; short- and long-range planning methods; modern office automation technology and software relevant to assigned operations.

ABILITY

Assist with planning, assigning, and directing staff activities of a large, complex public human service agency in a cost-effective manner while ensuring excellent customer service; provide appropriate and effective leadership and management of diverse staff teams, including subordinate managers and supervisors; work collaboratively with staff, other departments, and pertinent stakeholders to achieve successful outcomes; exercise good judgment and make sound managerial decisions; exercise analytical and critical thinking to evaluate complex problems and recommend appropriate solutions; understand, interpret, and apply complex rules and regulations pertaining to assigned operations; analyze and implement program mandates and work within federal, state, or other types of regulatory systems; formulate and present short- and long-range plans; recommend the development and utilization of effective automated systems; prepare and administer annual budgets and financial and statistical records; communicate effectively, both orally and in writing; present findings recommendations and policies before boards, commissions and other groups; establish and maintain effective working relationships with others, including the general public, Human Services Agency staff, advocacy groups, and other departments and agencies both internal and external to San Joaquin County government.
