Assistant Clerk of the Board (#EB1225)



DEFINITION

Under direction, assists the Clerk of the Board with overseeing the day-to-day operations of the Clerk of the Board office, including managing and supervising the activities, workload and staff in the offices of the Clerk of the Board and providing support to the Board of Supervisors; and does related or other work.

CLASS CHARACTERISTICS

An incumbent of this single position exempt class is responsible for assisting with the administering the official records and files of Board action and proceedings, and assists the Clerk of the Board with management of the general support functions of the Board office.

TYPICAL DUTIES

·   Oversees the daily operations of the Clerk of the Board Office; plans, assigns, coordinates, and supervises the general activities the staff; coordinates work flow and ensures deadlines are met; trains, evaluates, and disciplines employees; prepares the office budgets.

·   Assists with establishing and implementing policies and procedures; coordinates procedures with other departments and agencies, as required.

·   Supervises and participates in maintaining and administering Board records and files, and in providing general office support to the Board; directs the preparation, assembly, and distribution of Board agenda, minutes, and other data.

·   Assists the Clerk of the Board; confers with and advises Board members or their legislative assistants on effective methods to implement office functions.

·   Receives and replies to public and governmental inquiries regarding Board actions; in the absence of the Clerk of the Board, may act as information liaison between the Chair and other office staff or constituents as assigned.

·   Prepares a variety of correspondence and reports.

·   Gathers, prepares, and maintains personnel, financial, statistical, and technical information for files, records and reports.

·   May participate in the work of subordinate staff as workload dictates.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited four year college or university with major course work in public administration, business administration, social or behavioral sciences, or related field.

 

Experience: One years of responsible supervisory or office management experience, preferably in a county Clerk of the Board office.

 

Substitution:  Additional-qualifying experience may be substituted for the required education on a year-for-year basis.

KNOWLEDGE

Principals and practices of office management, organization, supervision, and training; goals, functions, and responsibilities of the Clerk of the Board and Board offices; planning and budgeting procedures; various recordkeeping methods; methods of gathering and organizing data; methods of researching and verifying information and using source materials; basic computer and modern office automation technology and computer software programs relevant to department operations; principles of effective oral and written communication; public relations techniques.

ABILITY

Assign, supervise, and direct the work of others; train and evaluate staff; recognize confidential or sensitive material and act accordingly; ensure operation efficiency by establishing priorities, scheduling work and ensuring completion by deadlines; prepare correspondence, legal documents, and reports; operate computers and related software; establish and maintain effective working relationships with agencies, employees and the general public; communicate effectively, both orally and in writing.

Mobility-Operation of a data entry device; repetitive motion; sitting, standing, walking for extended periods of time; occasional pushing, pulling, bending, squatting, climbing;  Lifting-Frequently 5 pounds or less; occasional 5 to 30 pounds;  Visual-Constant good overall vision and reading/close-up work; frequent color perception and use eye/hand coordination; occasional use of depth perception and peripheral vision;  Dexterity- Reaching; grasping; repetitive motion; writing; Hearing/Talking-Frequent hearing of normal speech, hearing/talking on the telephone, talking in person;  Emotional/Psychological-Frequent decision making, meeting deadlines, concentration, and public contact; public speaking; Special Requirements-May require working weekends and nights; working alone;  Environmental-Occasional exposure to varied weather conditions.
