Class 5211 Engineer/Architect/Landscape Architect – Senior

 

Introduction:

 

This is an Employment Register Announcement. Applications will be accepted on a continuous basis, with periodic suspensions as needed. The names of applicants who meet the minimum qualifications will be placed on employment registers, and will remain on the register for one year.

 

Under general administrative direction, The Senior Engineer/Senior Architect/or Senior Landscape Architect manages and directs the activities of professional and technical engineering, architecture and/or landscape personnel performing highly technical and administrative functions in connection with the design, construction, operation and maintenance of projects and systems in the following specialty areas.

 

Specialty A:      Engineering

Specialty B:      Architecture

Specialty C:      Landscape Architecture

 

The essential functions of the class may vary depending upon assignment and may include: directing, supervising and coordinating the design of complex engineering/architecture/landscape architecture projects; interviewing, selecting, training, monitoring and evaluating departmental staff and consultants; planning, organizing and directing the administration and management of contracts; directing, supervising and reviewing the preparation of complex construction contract and construction documents; establishing and implementing departmental policies, procedures and administrative directives; managing projects; directing, reviewing and supervising the review of shop drawings by contractors; supervising field inspection staff; coordinating all activities between a unit and other groups; consulting with technical staff; conducting meetings; representing the City; writing and/or reviewing and approving documents. Performs other related duties as assigned.

 

Minimum Qualifications:

 

 

A.         Engineer Specialty

1.  Seven (7) years verifiable professional engineering (e.g. civil, mechanical, electrical, sanitary/chemical/environmental or transportation/traffic) work experience, of which four (4) years of that experience must be as a licensed professional engineer as defined under the Notes section. Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco class 5241 Engineer; AND

2.  Current registration as a Professional Engineer in the State of California. Submit a copy of the current registration with the application.

 

Notes:

1.  Engineering certification must be in one of the following disciplines: Civil, Chemical, Mechanical, Electrical, Environmental or Transportation (Traffic).

2. Some engineering positions may require possession of a certificate issued by the International Conference of Building Officials (ICBO), International Code Council (ICC) or an equivalent certifying body.

3. Some positions may require additional special engineering licensing and/or work experience in areas such as Construction Management, Structural Design, Corrosion, Fire Protection, Geotechnical Engineering, Environmental, or Instrumentation and Control Systems. Additional disciplines may be determined at a later time.

 

Substitution for Engineering Specialty:

 

  • A Grade Four Certificate in Water/Wastewater Treatment Operation (CA) may substitute for one year of non-licensed work experience in the Sanitary discipline.

   

 

B.         Architecture Specialty

1.  Eight (8) years of verifiable professional architecture work experience, of which four (4) years of that experience must be as a licensed professional architect. Two (2) of the eight (8) years must be equivalent to the City and County of San Francisco class 5268 architect; AND

2.  Current registration as a Professional Architect in the State of California. Submit a copy of the current registration with the application.

 

C.         Landscape Architecture Specialty

1.  Eight (8) years of verifiable professional landscape architecture work experience, of which four (4) years of that experience must be as a licensed professional landscape architect. Two (2) of the eight (8) years must be equivalent to the City and County of San Francisco class 5274 landscape architect; AND

2.  Current registration as a Professional Landscape Architect in the State of California. Submit a copy of the current registration with the application.

 

 

Substitutions for Architecture/Landscape Architecture Specialties:

 

  • A Master’s Degree in Engineering, Architecture or Landscape Architecture may substitute for one year of work experience.
  • A PhD in Engineering, Architecture or Landscape Architecture may substitute for two years of work experience.

 

Additional Requirement:

  •   Most positions require a valid California’s Driver’s license.

Computer kiosks are located in the lobby of the Department of Human Resources, 1 South Van Ness Avenue, 4th Floor, San Francisco, for use by the public. The hours of operation are from 8:00 a.m. to 5:00 p.m. Monday through Friday.


The Department of Human Resources will not be able to process the application and supplemental application without receiving the required verification documentation.

VERIFICATION OF EDUCATION/EXPERIENCE/LICENSE/CERTIFICATE:

1. Verification of current California licensure as a Registered Professional Engineer/Architect/Landscape Architect in the State of California must be submitted with the application at the time of filing.

2. City and County employees receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employee’s class will only be credited if recorded in accordance with the provisions of Civil Service Commission Rules.

3. City employees who meet the professional engineering experience based on employment with the City and County of San Francisco are not required to provide verification of qualifying experience. City employees who qualify based on a combination of City employment and outside employment are not required to provide verification of City employment, but MUST verify outside qualifying experience (see 4a. below).

4. Applicants not employed by the City and County of San Francisco MUST verify all qualifying experience as follows: 

a) Written verification of qualifying experience and a photocopy of the certificate and/or degree MUST 
   BE SUBMITTED with the application at the time of filing or the application may be rejected. 
   Verification of all qualifying experience must be on the employer’s letterhead and must show the 
   name of the applicant, job title(s), dates of employment, hours per week worked, description of duties 
   and must be signed by the employer or appropriate representative. 

b) A waiver of the verification of qualifying experience may be granted in unusual circumstances where 
   verification is impossible to obtain. The candidate must submit a letter with the application which 
   includes the classification number and title (if applicable), the reason for the waiver request, the name 
   and location of the employer, the dates of employment, the title of the position, and the duties 
   performed. Waiver requests will be evaluated on a case-by-case basis.

SELECTION PROCEDURES:

The names of all candidates meeting the Minimum Qualifications will be placed on an employment register for referral to hiring departments according to specialty areas and disciplines that were indicated on the supplemental application. Candidates’ scores and ranks on the register will be determined by an evaluation of the supplemental application.

Departments will contact applicants whose experience/skills match department needs and will conduct further selection processes to make final hiring decisions.

Applicants selected for hire by a department will be placed on an eligible list for permanent appointment to that department. 
The eligibility period for successful candidates will be twelve (12) months.

Candidates who applied after January 17, 2007 may request an extension of eligibility as soon as their eligibility period expires. Eligibility extensions can be granted for an additional twelve (12) months. Scores and Ranks will remain the same. Requests to extend eligibility will not be granted to candidates who applied to the register prior to January 17, 2007.

 

The certification rule for this selection procedure will be Rule of the List. No refusals will be allowed.



Notes:

Employment, Character and Background Investigation:

Prior to appointment in some departments, candidates being considered for hire may be required to complete a personal history statement and pass a background investigation to determine fitness for employment. The investigation is limited to job-relevant and legally mandated matters and may include a reference check, verification of employment history and education, military and financial history, fingerprinting, and criminal and motor vehicle records. All statements are subject to verification, and deliberate inaccuracies or incomplete statements may bar the candidate from employment.

 

Transportation Security Administration (TSA) Security Clearance:

Candidates for employment with the San Francisco Airport Commission whose job duties require unescorted Air Operations Area (AOA) access are required to provide a complete employment history for the past ten (10) years and an explanation of all gaps in employment during that period. The past ten (10) years of the candidate’s employment will be verified. In addition, candidates will be required to undergo a criminal history check, including FBI fingerprints, in order to determine eligibility for security clearance, and will be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Benefits
