INTRODUCTION

AMENDED AND RE-ISSUED TO RESUME THE CONTINUOUS RECRUITMENT PROGRAM

This is an Employment Register Announcement. Applications are only accepted electronically on a continuous basis. There is no final filing date. An employment register will be created of applicants who meet the minimum qualifications. The eligibility period on the register for successful candidates will be twelve months. Candidates on the employment register may reapply when their period of eligibility has expired. Qualified applicants who choose to reapply after their period of eligibility has expired may request retention of their previous rank from the employment register in lieu of filing a new application. This request for an extension must be in writing to the exam analyst.
 
Under general direction, responsible for performing all aspects of  programming for projects requiring difficult and complex programming work;  generally works with users to clarify and modify system requirements; analyzes, designs, writes, documents, and maintains computer application source code in one or more programming languages, generally in a mainframe or other centralized data processing facility.
 
Essential functions include: determining requirements for new systems and enhancements to existing systems; designing and coding programs with a high level of complexity for a clean compile; ensuring program specifications are complete; analyzing, researching and repairing program logic and systems; testing new software technologies; monitoring systems for space usage; evaluating programs and systems; training users on procedures and applications; meeting with users to discuss service requests, needs and operating characteristics; providing emergency technical support for on-line and batch systems, problem resolution to ensure system  availability, data integrity and timely and accurate reporting; identifying opportunities for operational improvements; assessing production problems; documenting program specifications, structure charts, job-control procedure listings, test data listings, test run output, input/output data specifications and the like; and preparing user and technical manuals and instructions. This description of duties shall not be used as a substitute for the classification specification.

MINIMUM QUALIFICATIONS

Knowledge of: computer languages; personal computer applications development tools; script/procedure languages; common operating systems software and relational database systems; electronic data processing; interactive or macro-based applications; job flow within a large scale data processing environment; systems development life cycle; coding testing and implementing complex programs; and systems analysis and design.
 
Ability to: communicate effectively orally and in writing; advise others on how to apply and interpret policies, procedures and standards in specific situations; use logic and analysis to solve computer and systems problems; translate functional requirements into systems specifications; perform data and process modeling and normalization; analyze data and information using established criteria, in order to determine consequences  and to identify and select alternatives; exercise decisiveness and creativity in situations involving the evaluation of information against judgmental criteria; ability to prioritize competing requests for service; use emerging technologies and software; develop multi-platform-based applications; establish good working relationships with other employees in IS positions, vendors and end-users; and read and understand professional journals and literature.

Computer kiosks are located in the lobby of the Department of Human Resources, 1 South Van Ness Avenue , 4th Floor, San Francisco, CA 94103 for use by the public. The hours of operation are from 8:00 a.m. to 5:00 p.m. Monday through Friday.
 
Verification of qualifying education and experience may be required prior to appointment.
 

SELECTION PROCEDURES

The names of all applicants who meet the Minimum Qualifications will be placed in rank order on an employment register for transmittal to hiring departments. The supplemental application will be used to rank applicants. Departments will contact applicants and conduct further selection processes to determine a final hiring decision. Departments may require applicants to submit resumes, supplemental applications, verification of education and experience or other documents.
 
Applicants selected for hire by a department will be placed on an eligible list for permanent appointment in that department. If an applicant is selected and placed on an eligible list for permanent appointment and waives (refuses) the appointment, the applicant will no longer be available for hire and must request in writing to be reinstated to the register.
 
CERTIFICATION RULE:  The certification rule for eligible lists will be Rule of the List.

Employment, Character and Background Investigation:
 
Prior to appointment in some departments, candidates being considered for hire may be required to complete a personal history statement and pass a background investigation to determine fitness for employment. All statements are subject to verification and deliberate inaccuracies or incomplete statements may bar the candidate from employment.

DISASTER SERVICE WORKERS

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

CONCLUSION
