INTRODUCTION

AMENDED AND RE-ISSUED TO RESUME THE CONTINUOUS RECRUITMENT PROGRAM

This is an Employment Register Announcement. Applications are only accepted electronically on a continuous basis. There is no final filing date. An employment register will be created of applicants who meet the minimum qualifications. The eligibility period on the register for successful candidates will be twelve months. Candidates on the employment register may reapply when their period of eligibility has expired. Qualified applicants who choose to reapply after their period of eligibility has expired may request retention of their previous rank from the employment register in lieu of filing a new application. This request for an extension must be in writing to the exam analyst.
 
Under general direction, oversees the more difficult and complex aspects  of the systems development cycle, including needs analysis, cost-benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, telecommunications needs analysis, project planning and management, system installation, implementation and  testing, conversion to production status, technical and procedural  documentation, user training, and post-implementation assessment and administration; and may be the primary MIS resource for an organization with a  complex system.
 
Essential functions include: identifying opportunities for improving business processes through automation; analyzing data processing needs; determining operating characteristics and requirements; analyzing the feasibility of, and developing requirements for, new systems and enhancements to existing systems; possibly installing and enhancing software; providing technical support for computer and telecommunications systems; conducting system analysis and programming activities for complex systems; interfacing with users to determine system requirements; preparing, or assisting client in preparing, service requests to implement system changes; possibly providing technical production support for online and batch systems; coordinating outside vendors and contractors to complete projects and service requests; possibly determining structure of databases; and determining security levels for systems to ensure data integrity. This description of duties shall not be used as a substitute for the classification specification.

MINIMUM QUALIFICATIONS

Knowledge of: requirements, installation procedures, hardware, software and maintenance of systems; electronic data processing methods; functional requirements, structured system or procedure analysis; system analysis and  design; interactive or macro-based applications; personal computer applications development tools; common operating systems software and relational database systems; network environments; coding, testing and  implementing complex programs; and script/procedure languages.
 
Ability to: communicate effectively orally and in writing; advise others on how to apply and interpret policies, procedures and standards in specific situations; establish and maintain good working relations with department personnel, staff, vendors, peers, and management; learn a variety of business procedures and processes; use logic and analysis to  solve computer and systems problems; translate functional requirements into systems specifications; analyze data and information using established criteria, in order to determine consequences and to identify and select alternatives; exercise decisiveness and creativity in  situations involving the evaluation of information against judgmental  criteria; read and understand professional journals and literature; and prioritize competing requests for service.

Computer kiosks are located in the lobby of the Department of Human Resources, 1 South Van ness Avenue , 4th Floor, San Francisco, CA 94103 for use by the public. The hours of operation are from 8:00 a.m. to 5:00 p.m. Monday through Friday.
 
Verification of qualifying education and experience may be required prior to appointment.
 

SELECTION PROCEDURES

The names of all applicants who meet the Minimum Qualifications will be placed in rank order on an employment register for transmittal to hiring departments. The supplemental application will be used to rank applicants. Departments will contact applicants and conduct further selection processes to determine a final hiring decision. Departments may require applicants to submit resumes, supplemental applications, verification of education and experience or other documents.
 
Applicants selected for hire by a department will be placed on an eligible list for permanent appointment in that department. If an applicant is selected and placed on an eligible list for permanent appointment and waives (refuses) the appointment, the applicant will no longer be available for hire and must request in writing to be reinstated to the register.
 
CERTIFICATION RULE:  The certification rule for eligible lists will be Rule of the List.

Employment, Character and Background Investigation:
 
Prior to appointment in some departments, candidates being considered for hire may be required to complete a personal history statement and pass a background investigation to determine fitness for employment. The investigation is limited to job-relevant and legally-mandated matters and may include a reference check, verification of employment history and education, military and financial history, fingerprinting, and criminal and motor vehicle records. All statements are subject to verification and deliberate inaccuracies or incomplete statements may bar the candidate from employment.

DISASTER SERVICE WORKERS

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

BENEFITS
