Position Description:

 

Under general direction, the Senior Statistician performs very responsible professional and technical work involving the gathering, analyzing and reporting of statistical data. The Senior Statistician supervises the activities of subordinate statistical and clerical personnel engaged in such work; and performs related duties as required. The Senior Statistician is responsible for managing the necessary analysis and reporting of San Francisco Unified School District’s special education service data, including crucial data reporting to the state and the development of new types of analysis to improve instructional outcomes for special education students. The Statistician will play a key role in the assisting Special Education Services in meeting its mission of promoting equal educational outcomes for all students through research and data-driven decision making. Additionally, the Statistician will build the capacity of central office staff, school site staff, and the public’s ability to understand and interpret the department’s special education data; maintain the data integrity of the Special Education Information System and strive to make more data accessible and measurable. Performs other related duties as required.

Supervises other statistical and related clerical staff.

 

Duties and Responsibilities:

  1. Devises the methodology and implementation of all data analysis projects, including the development of new methods to analyze, and subsequently improve, student outcomes.
  2. Analyzes statistical results of research projects and continuing reports such as school examinations, attendance, accounting, budget, personnel, and demographic data.
  3. Supervises the compilation of data, the calculation of statistical measures, the preparation of tabular and graphic presentations, and prepares and edits interpretations of results, explaining the statistical significance of findings in understandable terms.
  4. Analyzes and interprets statistics relating to departmental operations and consults with executives, administrative, professional and technical personnel in the development and execution of special research projects.
  5. Designs questionnaires, detailed coding and tabulation instructions for the production of statistical summaries and reports.
  6. Selects the sources of data to be studied and statistical methods to be applied.
  7. Devises new methods and procedures and establishes uniform methods and procedures where practicable.
  8. Handles data requests from internal and external sources, including the Assistant Superintendent of Special Education Services; collaborates with other departments to understand and assist with their data needs as well as obtain necessary data for departmental goals.
  9. Produces regular special education data reports for teachers, school site administrators, district leadership, and the board of education that include meaningful charts, graphs, and tables.
  10. Shares findings and policy recommendations through oral and written presentations, selected to display statistical results with optimum effectiveness.
  11. Create and implement ways for district staff, school staff, and the public to better understand the data so it can be used in decision making.
  12. Coordinates reporting of special education data to the California Department of Education (CDE), including CASEMIS, DRDP, and the Personnel Report. Develops strategies to improve systems surrounding data capture and reporting, and implements new systems as necessary.
  13. Works closely with IT, software vendors, and the CDE to identify and implement necessary changes to continually improve data reports.
  14. Oversees the quality and integrity of special education data; works across departments to ensure that the special education data system is aligned with other district systems, including the student information system. Troubleshoot data issues with SEIS staff and IT department to ensure maintenance of clean data.
  15. Instructs other statisticians and clerical personnel in modern statistical methods and procedures; explains, interprets, and performs statistical operations for other departments when required; performs related public relations and publicity functions as necessary.
  16. Create related training materials and accessible data reports so that special education staff, including teachers, site administrators, and other staff members can become self-sufficient in utilizing data.

IMPORTANT AND ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:


Knowledge of: Mathematical and statistical methods; modern office procedures; the principles, methods and practices of research including collecting, planning, organizing and analyzing a variety of data for the preparation of research, operational, and compliance reports; the K-12 education sector, especially urban and/or special education issues; office machine and data processing procedures and techniques.

Ability to: Direct, plan, outline, carry out and review statistical procedures in the compilation, analysis, verification and presentation of data in varied forms; manage and analyze large and complex data sets; exercise good judgment in evaluating situations and making policy recommendations; synthesize data findings and present to a variety of audiences; interact tactfully and effectively with supervisors, co-workers, departmental personnel and other departments.

MINIMUM QUALIFICATIONS

Any combination of training and experience that could likely provide the required knowledge and abilities may be qualifying. A typical way to obtain this would be:

  1. EXPERIENCE: Requires four years of progressively responsible experience in statistical analysis and interpretation, including two years of supervisor experience; or an equivalent combination of training and experience.
    AND
  2. TRAINING: Requires completion of a four year college or university with a baccalaureate degree, with major course work in mathematics and statistics, or closely related fields.

Desirable Qualifications:

  1. Master's degree from an accredited university or college with major course work in education policy, public policy, statistics, mathematics, economics, or related fields, including course work in statistics or test measurements.
  2. Experience with or knowledge of the K-12 education sector, especially urban and/or special education issues. Experience working with teachers and/or school administrators.

    The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

    DISASTER SERVICE WORKERS

    All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
