POSITION DESCRIPTION:
Functions as the Network Services Manager and is responsible to plan, direct and coordinate the design, installation, and connectivity of computer and network systems to ensure the stable operation of the CCSF IT assets to the Enterprise Operations Division. Responsibilities includes developing, configuring, maintaining supporting, and optimizing all new and existing network hardware, software, and communication links. The Network Services Manger will also schedule and direct the activities of a team of network specialist to resolve end user hardware and software problems in a timely and accurate fashion.
DUTIES:
Assists in the development and management of strategic, citywide technology plans including analyzing business needs and defining requirements, tasks and resource assignments.
Manages the city's technology projects including new applications and significant system upgrades.
Serves as liaison with city staff and vendors for proper acquisition, installation, integration, operation and maintenance of technology.
Plans, organizes, directs, supervises and evaluates the work of assigned professional staff.
Provides leadership and direction in business and workflow analysis and improvements, system design, application development and procurement, and system integration to ensure that customers' needs are met.
Directs and provides policy direction and guidance to staff who provide system design, development, integration, maintenance and support services.
Ensures that the resolution of client assistance and service requests are achieved within previously approved performance measures and client directed service levels.
Participates in developing and implementing the mission, policies, plans, strategies and objectives of the Enterprise Operations Division.
Evaluates existing and emerging technology for applicability in San Francisco to meet customers' existing and future business needs.
Serves as the manager responsible for providing business analysis and system design, network development and integration and project management.
Represents the organization before Commissions, Oversight Panel, and acts on behalf of the Department of Technology as needed.
EDUCATION:
Four-year university degree or college diploma in the field of computer science or technical field.
KNOWLEDGE AND EXPERIENCE:
7 years experience managing and configuring enterprise-wide LANs, WANs, WLANs, VPNs, etc.
Technical knowledge and experience of network and PC operating systems, including Windows, UNIX and Linux.
Hands-on experience troubleshooting hardware such as servers, routers, bridges, switches, hubs, modems, network interface cards, and so on.
Knowledge of current protocols and standards.
Knowledge and understanding of system flow charts, data processing concepts, and telecommunications principles.
Experience installing network cabling and patching telephony systems.
Knowledge of applicable data privacy practices and laws.
Must be able to submit and pass background check.
DESIRABLE QUALIFICATIONS:
Network Certification: CCNA, CCIE
Security Certifications: CISSP, CISM, CISA
ABILITY TO:
Manage and ensure effectiveness of servers, including e-mail, database and backup servers, and their associated operating systems and software.
Manage and ensure optimal operation of all network hardware and equipment, including routers, switches, hubs, UPSs, and so on.
Manage and ensure effectiveness of security solutions, including firewalls, anti-virus solutions, and intrusion detection systems.
Establish and maintain regular written and in-person communications with the organizations executives, decision-makers, stakeholders, department heads, and end users regarding pertinent network activities.
Approve and administer user accounts, permissions, and access rights.
Direct and administrate a contingent of network analysts and technicians, and where necessary, conduct performance reviews and corrective action.
Provide guidance to junior members of the team.
