Position Description:
Under the Direction of the Equal Employment Opportunity (EEO) Director, the 1231 Assistant EEO Manager performs difficult and responsible professional activities in the areas of monitoring, program planning, evaluation and implementation of the City’s EEO Program; advises and assists departmental personnel on EEO matters; directs the activities of subordinate staff; and performs related duties as required.
Essential Functions:
Essential functions of this class include: conducting investigations, providing supervision and oversight of journey and technical staff engaged in the resolution of EEO complaints, grievance management or disciplinary investigations; conducting, supervising and directing the compilation of periodic reports of the City’s or a department’s workforce by collecting, compiling and analyzing data (applicant flow, referral and appointment, workforce composition and demographics data) pertinent to EEO; interpreting and explaining Federal, State, local and other policies and procedures on equal employment opportunity; developing, designing, coordinating and delivering training programs for managers, supervisors and employees in EEO, Americans with Disabilities Act (ADA), workforce diversity, preventing sexual and other workplace harassment and other areas as necessary; supervising and providing technical assistance to departments on ADA and coordinating reasonable accommodations and programs for persons with disabilities in compliance with federal, state and local laws; supervising and directing EEO and labor relations program activities for a large operating department; utilizing personal computer and database programs and spreadsheets to prepare trend analyses and other statistical reports and studies; coordinating leave programs requiring knowledge of ADA, workers compensation, Family Medical Leave Act (FMLA), California Family Rights Act (CFRA) and Pregnancy Disability Leave (PDL); making presentations to the Civil Service Commission or other boards on EEO matters; and conducting or coordinating mediation of disputes. Individuals assigned to this function must be able to handle multiple tasks simultaneously and are often involved in sensitive issues with employees and/or departmental representatives.
Minimum Qualifications:
1. Possession of a baccalaureate degree from an accredited university or college; AND
2. Three (3) years of professional experience in Equal Employment Opportunity (EEO) programs including major responsibility for investigation and resolution of employment discrimination, sexual harassment complaints and other employee grievances; interpretation and application of Federal, State and local legislation related to EEO, ADA, labor relations and employee selection; designing and/or conducting EEO training workshops.
Substitution:
A. Additional experience as described above may be substituted for the required degree on a year-for-year basis. Thirty (30) semester units/forty-five quarter units equal one year. OR
B. Possession of Masters, Law degree, PhD in Social Sciences, Psychology, Law or related field may be substituted for up to one year of experience.
Desirable Qualifications:
Possession of an Alternative Dispute Resolution (ADR)/Mediation Certificate or completion of a semester-long course in ADR/Mediation. Coursework must include a minimum of forty (40) classroom hours from an accredited college or legal association. (Certificate or transcript must be submitted with employment application package.)
A minimum of two years of professional experience in the interpretation and application of the Americans with Disabilities Act for a large corporation, non-profit or government agency. (Work duties must be detailed in your application to demonstrate the depth and breadth of your experience.)
Juris Doctor (JD) or Masters of Public Administration (MPA) Degree. (Copy of degree must be submitted with application package.)
A minimum of two (2) years experience representing clients before administrative/civil/judicial or similar third parties (e.g. EEOC, DFEH, CSC, arbitrators, depositions, state/federal courts). A minimum of two (2) years of experience preparing EEO investigative reports, legal briefs, motions, mediation/reasonable accommodation position statements. (Work duties must be detailed in your application to demonstrate the depth and breadth of your experience.)

Screening Procedures:

In the event of a large number of qualified applications, a committee of experts may evaluate the qualifications for the position. Training & Experience Evaluation:
The information provided by candidates in the job application, required verification, certificates and applicable documentation will be evaluated in terms of duration and relevance to class 1231 Assistant EEO Manager related knowledge, skills and abilities. Candidates will be placed on the eligible list in rank order according to their final score. WEIGHT: 100%
Certification Rule:
The certification rule for the eligible list resulting from this examination will be Rule of the List. The hiring department may conduct additional selection processes to make final hiring decisions.
Verification:
Verification of qualifying education and experience may be required at any point in the selection process or prior to appointment. Failure to submit the required verification, if requested, may result in rejection of the application or ineligibility of employment. City employees will receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employee's class will be allowed only if recorded in accordance with the provisions of Civil Service Commission Rules. Verification may be waived if impossible to obtain. The applicant must submit a signed statement explaining why verification cannot be obtained. Waiver requests will be considered on a case-by-case basis. Failure to provide the required verification, or request for waiver when requested may result in rejection of application.
