This is a Position-Based Test conducted in accordance with the Civil Service Rule 111A.
The position is located at San Francisco General Hospital and Trauma Center.
General Description: Under the general direction of the IS Decision Support Manager and Utilization Manager, the Programmer Analyst - Principal will extract data, create databases and develop reports to assist with managing patients regarding appropriate care, and measure objectives in line with hospital strategic plans and to meet regulatory requirements. This position involves integrating clinical and patient financial data across multiple platforms.
The 1064 IS Programmer Analyst - Principal will perform the following major and essential duties:
Respond to requests from Utilization Management and hospital leadership for reporting or applications to facilitate patient management, improve clinical care and government mandates;
Be involved in developing reporting systems to meet hospital and healthcare mandated by federal/state agencies;
Assess user needs and requirements, design deliverables to meet stated objectives;
Provide in-depth data analysis as required; convert data between application and/or platforms;
Monitor data transfer jobs, troubleshoot and resolve problems in data transfer and ensure data integrity;
Provide general systems support and maintenance for production application and databases;
Develop monitoring processes to ensure consistent functionality;
Prepare documentation, generate reports and statistics, design tables, update databases, prepare flowcharts and graphic presentations;
Work with subject matter experts to understand and develop detailed documentation of the processes, tasks and workflows and how the system will be used;
Work with vendor, departmental and DPH-wide business analysts to develop reports, tables, extracts, uploads, interfaces and system support as required;
Support data cubes and business intelligence software for web-based presentation of reports;
Perform other related duties as assigned.
1. Possession of a baccalaureate degree from an accredited college or university in computer science, information technology, business administration or a closely related field; AND
2. Possession of three (3) years of experience in reports development or applications programming; OR three (3) years of experience in data analysis or statistical analysis in one or more of the following platforms: SQL, Access, Excel, STATA; AND
3. Possession of one (1) year experience managing or leading projects; AND
4. Possession of one (1) year experience with T SQL programming from Microsoft SQL Server.
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
- Experience in healthcare informatics or other similar complex multi-platform database system.
- Excellent communication skills with experience working with both technical and non-technical users.
- Experience with SQL databases and Crystal Reports.
