1052 IS Business Analyst

This is a position Based Test conducted in accordance with Civil Service Rule 111A.


Under the general supervision of the Applications Support Supervisor, this position facilitates consumer involvement and participation in the Community Behavioral Health Services (CBHS) department's planning, design, development and support of the new Behavioral Health Information System (BHIS). This position facilitates and coordinates consumer Information Technology (IT) employment and training programs; provides computer application end-user training to consumers, consumer trainers and family members; facilitates consumer and family member participation in the implementation of the Consumer Portal to the BHIS Electronic Health Record (EHR), which includes conducting surveys and application testing;  developing educational materials and procedural documentation; conducting presentations; and implementing and providing ongoing support to the Consumer Portal.


The IS Business Analyst performs the following essential tasks:

  • Lead and facilitate the consumer focus community planning forum for CBHS Mental Health Services Act (MHSA) IT planning and provide technical consumer input to the CBHS MHSA work groups.
  • Participate and represent the department in computer users meetings and related committees.
  • Plan, direct and facilitate consumer work group participation in the development of the new Behavioral Health Information System. Provide guidance to consumer subject matter experts on the registration and client flow work groups.
  • Facilitate consumer input on the development and deployment of the Personal Health Record (PHR).
  • Map usability of PHR for consumers and family members.
  • Provide technical support and training for on-going consumer input and use of PHR functionality.
  • Develop and provide consumer training on the use of “www” for access to the health information on-line.
  • Troubleshoot software problems through telephone and site visit support; provide technical assistance in planning, engineering and architecture of unique systems for diverse applications; and implement solutions to problems.
  • Develop, coordinate and present consumer Electronic Health Record portal training and train trainers to provide consumer and family member training on the use of the consumer portal to access health information.
  • Coordinate and facilitate IT desktop and end-user consumer support training program and develop consumer training materials.
  • Perform related duties and responsibilities as assigned.

Minimum Qualifications

  1. Possession of a baccalaureate degree from an accredited college or university, preferably in computer science, information systems, business administration, health information technology or a related field (see Substitution below); AND
  2. Two (2) years of experience training and providing end-user support in the information systems field.

Substitution: Additional qualifying work experience as described above may substitute for the required education on a year-for-year basis. One year (2000 hours) of additional qualifying work experience will be considered equivalent to 30 semester units/45 quarter units.


Notes: Will require hand/eye coordination and manual dexterity for data entry. May involve extensive VDT exposure.

Candidates will be placed on the eligible list in rank order according to their final score.

CERTIFICATION RULE: The certification rule for the ranked eligible lists resulting from this examination will be Rule of Three (3) Scores.

The duration of the eligible list resulting from this examination process will be 6 months, and may be extended with the approval of the Human Resources Director.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
