 The current position is located at General Services Agency, Department of Public Works.  The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.


 

One of the main objectives of the Department of Public Works (DPW), Bureau of Engineering (BOE) is to provide outstanding public service to the community of San Francisco through the management, design, maintenance, and creation of highly functional and sustainable infrastructure and beautiful public spaces.  The Bureau of Engineering is one of five Bureaus within the Engineering Division of DPW. The other four bureaus are the Bureau of Architecture, Construction Management, Project Management, and Street Use and Mapping. BOE collaborates with the other bureaus to deliver integrated engineering design and project management services. BOE has six engineering sections, namely, Structural, Mechanical, Electrical, Hydraulics, Streets and Highways, and Landscape Architecture. It also has project management division and administrative functions. 

 

DPW is seeking a dynamic individual to oversee and lead the bureau while implementing the department’s newly established Strategic Plan. Under general direction from the Deputy Director of Engineering, this position is responsible for overseeing more than 200 active projects with a construction estimate of about $300 Million per year and a staff of approximately 150 permanent and temporary employees. The BOE Manager will be involved in a wide variety of projects such as the construction and renovation of City’s buildings, libraries, parks, utilities, pump stations, treatment plants, port and airport facilities, and many other facilities that are unique to the City and County of San Francisco. Decisions made by the BOE manager along with the other DPW team of managers will have direct and indirect impact on San Francisco’s cityscape, services, and quality of life. The position provides plenty of room for innovation, career advancement, and self- satisfaction.  Understanding and embrace of leading-edge and best practice technologies, processes, methods, materials, and project design and delivery practices are essential.  The BOE Manager should be a highly motivated and experienced professional with a track record of leading positive change.

 

POSITION DESCRIPTION:

Under general administrative direction, the Bureau Manager plans, organizes, manages, and directs all activities of a bureau or division of professional and technical personnel in a large and/or complex City department with major engineering responsibilities.  Essential functions of the classification include:  developing administrative and operational objectives for the bureau; developing and overseeing development of the bureau’s budget and identifying budget priorities; monitoring budget revenues and expenditures; determining bureau staffing requirements and developing a staffing plan; establishing goals and priorities for career training and development of staff; consulting with departmental personnel staff concerning various personnel administration matters; monitoring staff performance and utilizing disciplinary action when appropriate; maintaining good relations with other departmental personnel, other agencies, and boards and commissions; representing the bureau and his/her manager when required; directing the preparation of correspondence and periodic financial, administrative, and technical operating reports; oversees the maintenance of bureau records; developing and implementing internal bureau policies and procedures; and signing off on official documents; performs related duties as required.

 

Note: The normal annual salary range is $131,326 to $167,596.  Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills.  A special approval process is necessary for appointment above the normal salary range.  In addition to competitive salaries, the City offers flexible benefit plans with pre-tax elections which include: medical and dental insurance, Retirement Plan; 457 Deferred Compensation Plan; Social Security; Long-term Disability Plan; Life Insurance; paid Management Training program; 11 paid holidays per year; 5 floating holidays per year; 10 to 20 vacation days per year, depending on years of service; and may earn up to 100 hours paid administrative leave per year.

 

MINIMUM QUALIFICATIONS:

1.      Six (6) years of verifiable managerial/administrative-level in a large and/or complex engineering and/or public works/public utilities organization at the senior professional level or above;  AND

 

2.      Possession of a baccalaureate degree from an accredited college or university in engineering; AND

 

3.      Possession of a California professional engineer’s license; AND

 

4.      Possession and maintenance of a valid California driver license at the time of appointment.

Failure to submit the required verification or waiver request, when requested, may result in disqualification.

 

SELECTION PROCEDURE

Training and Experience Evaluation: Weight: 100%.

To provide an accurate evaluation and scoring of candidate’s qualifications, each applicant is required to submit a Supplemental Application with his/her City and County of San Francisco application.  The information provided by candidates in the job application, supplemental application, required verification and applicable documentation will be evaluated in terms of duration and relevance to class 0942 Manager VII, Bureau Manager, Bureau of Engineering job-related knowledge, skills and abilities.  Only those candidates who are deemed best qualified may continue in the selection process.  All relevant experience, education and training must be on the application and supplemental application in order to be reviewed in the rating process.  Candidates will be placed on the eligible list in rank order according to their final score.

DISASTER SERVICE WORKERS
