This is a Position-Based Test conducted in accordance with the Civil Service Rule 111A.

The current position is located at the San Francisco International Airport.  The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.

The 0941 Manager VI – Manager, Capital Finance reports to the Finance Director at the San Francisco International Airport.  This position is responsible for highly complex and sensitive financial programs and the overall direction and administration of section activities that support funding for the Airport’s capital projects.

The essential functions of the job include: planning, developing and implementing section policies; managing the issuance and management of Airport debt including revenue bonds, variable rate debt, interest rate swaps, notes and commercial paper; recommending, developing and implementing  financing plans to support the Airport’s capital program; analyzing opportunities to refinance debt for savings; developing refunding plans and making recommendations; responsible for Airport credit ratings; overseeing all disclosure and compliance requirements with the IRS and SEC; coordinating the sale of Airport bonds to obtain necessary capital; ensuring that all bond covenants are met; overseeing arbitrage compliance and reporting; responsible for the approval of all financing plans from the Airport’s Financial Advisory Committee, the Airport Commission,  Mayor’s Office, Board of Supervisors, rating agencies, bond insurers and credit support providers; directing the Commercial Paper Program; managing bond counsels, financial advisors and feasibility consultants; managing the Airport Improvement Program (AIP) and other grant programs; directing the preparation of grant applications and programming documents; directing long term financial planning including developing a comprehensive annual Plan of Finance for the Airport; managing the Passenger Facility Charge Program; analyzing pending legislation and advising executive management on matters of high financial and political impact; directing financial policy work and recommending to executive management official policy position on legislation; representing the Director and Deputy Director at Airport Commission meetings, conferences, Board of Supervisors, Controller’s Office and federal agencies; supervising section staff to ensure departmental goals and objectives are achieved; and performing other duties as assigned.

NOTE:  The normal annual salary range is $122,642 to $156,494.  Appointments above the maximum of the normal range $122,642 to $156,494 may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.  In addition to competitive salaries, the City offers flexible benefit plans with pre-tax elections which include: medical and dental insurance; Retirement Plan; Deferred Compensation Plan; Social Security; Long-term; disability Plan; Life Insurance; paid Management Training program; 11 paid holidays per year; 10 floating holidays; 10 to 20 vacation days per year, depending on years of service; and may earn up to 100 hours paid administrative leave per year.

MINIMUM QUALIFICATIONS

1. Possession of a Bachelor’s degree from an accredited college or university in Business, Finance, Economics, Public Policy, Accounting, or related field;  AND

2. Seven (7) years of experience in financial planning, including two (2) years experience in municipal finance.

DESIRABLE QUALIFICATIONS:
* Finance experience in the aviation industry

SELECTION PROCEDURES

Screening Committee: (Weight: Qualifying)
In the event of a large number of qualified applicants, a committee of experts may evaluate the qualifications as described on the application materials of each candidate who has met the minimum qualifications for the position.  Additional information may be requested at that time to assist in the screening process.  Only those candidates who most closely meet the needs of the Department will be invited to continue in the selection process.  Applicants meeting the minimum qualifications are not guaranteed advancement in the selection process. 
 
Training and Experience Evaluation: (Weight: 100%)
Candidates will be evaluated and scored based on the information provided in their application materials in terms of duration and relevance to class 0941 Manager VI – Manager, Capital Finance job-related knowledge, skills and abilities.  All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process.  Candidates will be placed on the eligible list in rank order according to their final score.

Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

Certification Rule: 
The certification rule for the eligible list resulting from this examination will be Rule of the List.  The hiring department may conduct additional selection processes to make final hiring decisions.

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.  The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Per Civil Service Rule 111A.26.5, the Human Resources Director may approve use of this eligible list resulting from the selection process to make permanent Civil Service appointments to other position(s) involving the same or similar title in any department.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening.  Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination.  Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

DISASTER SERVICE WORKERS

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
