INTRODUCTION

This is a Position-Based Test conducted in accordance with the Civil Service Rule 111A.

The current position is located at the San Francisco International Airport.  The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.

The 0941 Manager VI – Budget Manager, Capital & Operating Budget reports to the Finance Director at the San Francisco International Airport.  This position is responsible for highly complex and sensitive financial programs and manages the Airport’s operational and capital budget activities.

The essential functions of the job include: developing policy directives for operating and capital budgets; administering policy; development, approval and monitoring of the annual operating budget; providing fiscal policy to senior management; reviewing all budget matters submitted by Airport divisions and ensuring they are appropriate and in compliance with budget guidelines; monitoring all contracts with regard to budget and fiscal considerations; directing the review and analysis of all budget requests; leading budget discussions and negotiations with Airport divisions, Mayor’s Office and the Board of Supervisors (BOS); establishing the annual budget instructions and objectives; providing assistance with the development of annual goals and performance measures that are used to evaluate funding needs; directing the review of all annual and/or mid-year budget proposals and making recommendations; monitoring actual spending and preparing monthly analysis and forecast reports; preparing, reviewing and approving legislative action items that are to be presented to the Mayor and BOS related to the receipt of revenues, the expenditure of funds, and grants received; working with the Mayor’s Office, Controller’s Office and BOS Budget Analyst on policy issues related to budget requests and inquiries from the Board; recommending strategies to address mid-year budget issues; serving as budget approval authority for all positions; and directing the development and preparation of various critical budget and finance reports.

This position also manages the Airport’s Five-Year Capital Plan and the Ten-Year Maintenance & Capital Plan including developing policies for requesting, approval and tracking capital and maintenance projects; monitoring and approving grants related to capital projects; working with the Capital Finance Manager to develop financing plans to fund capital programs; establishing annual budget guidelines; providing guidance to Deputy Directors and their division staff in the development of project requests; directing the review of project priority setting by the Capital Planning Review Committee (Airport Deputy Directors), directing the review of revisions to the capital program with the Airline Liaison Office and the San Francisco Airport Airlines Affairs Executive Committee and gaining airlines support; preparing and presenting the Five-Year Capital Plan and the Ten-Year Maintenance & Capital Plan to the City’s Capital Planning Committee for approval; managing the Mayor’s Office approval process, presenting the funding request to the Budget & Finance Committee of the BOS for their approval; working with the Controller’s Office budget staff to resolve policy and technical issues that may arise, and making policy decisions, as necessary, due to changing departmental needs.

This position also administers staff functions to ensure section and departmental goals and objectives are achieved, and performs other related duties as assigned.

NOTE:  The normal annual salary range is $122,642 to $156,494.  Appointments above the maximum of the normal range $122,642 to $156,494 may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.  In addition to competitive salaries, the City offers flexible benefit plans with pre-tax elections which include: medical and dental insurance; Retirement Plan; Deferred Compensation Plan; Social Security; Long-term; disability Plan; Life Insurance; paid Management Training program; 11 paid holidays per year; 5 floating holidays; 10 to 20 vacation days per year, depending on years of service; and may earn up to 100 hours paid administrative leave per year.

MINIMUM QUALIFICATIONS

1. Possession of a Bachelor’s degree from an accredited college or university in Business, Finance, Accounting, Public Policy, or a related field;  AND

2. Seven (7) years of increasingly responsible professional level budget experience in a medium or large organization.

DESIRABLE QUALIFICATIONS:
* Possession of a Master’s degree from an accredited college or university in Business, Finance, Accounting, Public Policy, or a related field
* Budget experience in a municipal organization
* Familiarity with the City and County of San Francisco budget process

SELECTION PROCEDURES

Screening Committee: (Weight: Qualifying)
In the event of a large number of qualified applicants, a committee of experts may evaluate the qualifications as described on the application materials of each candidate who has met the minimum qualifications for the position.  Additional information may be requested at that time to assist in the screening process.  Only those candidates who most closely meet the needs of the Department will be invited to continue in the selection process.  Applicants meeting the minimum qualifications are not guaranteed advancement in the selection process. 
 
Training and Experience Evaluation: (Weight: 100%)
Candidates will be evaluated and scored based on the information provided in their application materials in terms of duration and relevance to class 0941 Manager VI – Budget Manager, Capital & Operating Budget job-related knowledge, skills and abilities.  All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process.  Candidates will be placed on the eligible list in rank order according to their final score.

Certification Rule: 
The certification rule for the eligible list resulting from this examination will be Rule of the List.  The hiring department may conduct additional selection processes to make final hiring decisions.

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.  The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Per Civil Service Rule 111A.26.5, the Human Resources Director may approve use of this eligible list resulting from the selection process to make permanent Civil Service appointments to other position(s) involving the same or similar title in any department.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening.  Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination.  Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

DISASTER SERVICE WORKERS

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
