The current two positions are located at General Services Agency, Department of Public Works. The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.
The General Services Agency, Department of Public Works is recruiting to fill two Operations Superintendents at the following bureaus: Bureau of Urban Forestry (BUF) and Bureau of Street Environmental Services (BSES). These positions are responsible for administering an annual budget of $18 million (BUF) or $38 million (BSES) and a staff of permanent and temporary employees approximately 140 for BUF or 320 for BSES.
POSITION DESCRIPTION:
Under general administrative direction, the Operations Superintendent is responsible for directing all activities of the respective bureau, and reports directly to the Deputy Director of the Department of Public Works; developing and implementing bureau policies, methods, and procedures; overseeing the preparation and maintenance of operational records, reports, and budgets; and making regular important contacts with and representing the department to other departmental officials, legislative bodies, outside organizations, and the public in connection with bureau activities. Essential functions of this job code include: developing, reviewing, investigating, interpreting, enforcing and analyzing operating procedures, rules, regulations, policies, methods, and reports; supervising the application of standard personnel procedures, including selection, disciplinary proceedings, and employee development; directing the preparation of annual budget estimates, reviewing expenditures, approving modifications, reviewing and setting policies for materials procurement, contract specifications, and equipment requests; directing the preparation of requests for proposals and contracts for services to or for the bureau; planning and directing all operations of the bureau through subordinate second-level supervisory personnel; responsible for bureau-wide safety and training programs; representing the bureau and its affairs to superiors, government officials, business and industrial organizations, contractors, and the public by making presentations before commission, boards, and community groups; directing the inspection of mechanical and manual street cleaning, graffiti removal and illegal sign removal, or urban forestry related inspections done by the bureau to ensure conformity with accepted standards; directing the operations of equipment and vehicle fleet including accessories such as Global Positioning System (GPS), electronic devices; directing response to citizen inquiries or complaints about work done by the bureau or about bureau employees; directing the preparation and maintenance of detailed and complex operational reports and records, including periodic (quarterly, annual) bureau performance reports; using a personal computer to write complex reports, appraisals, etc., and access department/bureau’s databases, spreadsheets and other software applications; and, in the event of emergencies, directing the operations of the bureau and serving as a member of the emergency response team for the department; driving a vehicle to meetings; and performing other related duties as required.
Note: The normal annual salary range is $122,642 to $156,494. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range. MINIMUM QUALIFICATIONS:
1. Possession of a baccalaureate degree from an accredited college or university; AND
2. Six (6) years of verifiable managerial experience including four (4) years of verifiable second-level supervisory experience in Street Environmental Services and/or Urban Forestry. Experience must include responsibility for planning and managing programs related to maintenance, street cleaning, refuse collection and graffiti abatement; or construction, maintenance and repair of the public right of way; or code enforcement related to streets, facilities or buildings; or urban forestry activities involving maintenance and reforestation of public rights of way and land. This experience must include direct reporting to a superintendent, department head, or company president; AND
3. Possession and maintenance of a valid class C driver license at the time of appointment.
SUBSTITUTION: Additional qualifying experience may be substituted for the required education on a year-to-year basis. One year of experience equals 30 semester or 45 quarter units.
