The current position is located at the San Francisco International Airport.  The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.

The 0933 Manager V – Manager, Small Business Affairs Office reports to the Deputy Airport Director of Business and Finance at the San Francisco International Airport.  This position is responsible for planning, directing and overseeing the day-to-day operations of the Airport’s Small Business Affairs Office and implementing the Airport’s business opportunity program to promote and ensure the participation of local, small and disadvantaged businesses in concession leases, construction and professional service contracts.  This includes outreach, contract compliance, certification, policy and program development, and program and contract-based goal setting.

The essential functions of the job include:  developing, recommending and implementing policy and program innovations to maximize small and disadvantaged business participation at the Airport; overseeing the monitoring of all Airport contracts for compliance with local, state and federal regulations; managing the work of staff to ensure on-going outreach and compliance activities; assessing various programs and projects to establish participation goals; managing and monitoring budget and expenses for programs, including the business outreach program, bond and loan concession assistance program, and federal concession certification program; analyzing financial and budgetary documentation to ensure Airport divisions are meeting outreach goals relating to 3-5 year contracting plans; coordinating the preparation of various reports on the performance of programs and projects, contract accomplishments and goal attainments for senior and management staff and other associated parties; serving on various committees to initiate the development or revision of city and state contracting procedures pertaining to the development and support of small and disadvantaged businesses; serving as the Airport’s liaison to the Human Rights Commission (HRC) for various compliance issues and activities; coordinating and managing the data collection and analysis of small and disadvantaged business participation and contract information; consulting and coordinating presentations with all Airport divisions to develop and implement contracting procedures and practices for new local, state and federal regulations; developing and maintaining professional relationships with local/Bay Area business communities, city, state and federal compliance/contracting departments and other airports around the United States; and performing other duties as assigned.

NOTE:  The normal annual salary range is $114,322 to $145,912.  Appointments above the maximum of the normal range $114,322 to $145,912 may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. SUBSTITUTION:
Additional years of experience as described in #2 may be substituted for the Bachelor’s degree on a year for year basis.  (One year of experience will be considered equivalent to 30 semester/45 quarter units of college coursework.)

Training and Experience Evaluation: (Weight: 100%)
Candidates will be evaluated and scored based on the information provided in their application materials in terms of duration and relevance to class 0933 Manager V – Manager, Small Business Affairs Office job-related knowledge, skills and abilities.  All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process.  Candidates will be placed on the eligible list in rank order according to their final score.

Certification Rule: 
The certification rule for the eligible list resulting from this examination will be Rule of the List.  The hiring department may conduct additional selection processes to make final hiring decisions.

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.  The duration of the eligible list resulting from this examination process will be six (6) months, and may be extended with the approval of the Human Resources Director.

Per Civil Service Rule 111A.26.5, the Human Resources Director may approve use of this eligible list resulting from the selection process to make permanent Civil Service appointments to other position(s) involving the same or similar title in any department.
