This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.
The current position is located at San Francisco International Airport in the Custodial Services of the Facilities Division. The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.
NOTE:
The normal annual salary range is $105,950- $135,200. Appointment above the maximum of the normal range $105,950 - $135,200 may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range. POSITION DESCRIPTION:
Under general administrative direction, the Airport Facilities Services Manager IV manages the Airport’s large complex of general customer service sections performing a wide spectrum of services for passengers, the general public, Airport concessions, Airlines and Airport employees. The Airport Facilities Services Manager has responsibility for the Airports large Custodial Division as well as the Window Cleaner Section, the Food Services Section and the Airport’s expanding recycling program. These general services units operate in the Airport terminals as well as numerous facilities located throughout the Airport complex, including cargo buildings, maintenance facilities, water treatment plant, office buildings, BART and the AirTrain complex. The Airport Facilities Services Manager has full responsibility for coordinating and implementing program planning and defining the organizational direction of the Airport’s Custodial, Window Cleaning and Food Services Unit as well as determining staffing needs, resource allocation and recognizing future resource needs. The Airport Facilities Services Manager develops and manages the expanding recycling initiative within the Airport complex and the new procedures for complex compost collection. He or she will takes sole responsibility for revising and expanding the management structure as well as determining allocations of line staff numbering some four hundred employees as well as providing plans, projections and budgets for future expansion of operations to new Airport facilities. The Airport Facilities Services Manager is responsible for developing program procedures to carry out security response and the general emergency response plan by the general customer service personnel for the Airport. This position interfaces with all managerial levels within the Airport, other City departments, as well as outside agencies, and represents the Custodial Division in meetings involving policies, procedures and administrative systems. This position also performs other duties as required.
The essential functions of this class include:
1. Plans, organize, coordinate and supervise through subordinate personnel the activities of employees engaged in performing various general customer services including custodial services, window cleaning for airport facilities, food services operations for Airport food courts and a comprehensive expanded Airport recycling program; develop, interpret, and implement policies, procedures, and departmental directives; direct and review the work of supervisory personnel; enforce established regulations and institute corrective measures; coordinate and direct a comprehensive in-service training program.
2. Develops and recommend staffing patterns, job content, and work load for the division personnel; develop standards and performance criteria for service operations; coordinates work activities with other Facilities and Airport divisions as well as conduct regular inspection tours of facilities with subordinate supervisory staff. Analyze work methods in order to maintain and improve service level; prepare weekly and annual reports of work performance and service rendered.
3. Initiates and maintain contacts with other Airport divisions, Airport tenants, public, and private agencies, with groups such as labor organizations, vendors and with the general public; investigate, analyze and respond to complaints and take appropriate action; exchange information or explain service procedures and regulations; resolve conflicting operational needs.
4. Assists in the identification, development and implementation of goals, objectives and policies related to general customer service operations; direct the allocation of resources to meet goals within budgetary confines; and adjust operational plans to meet new operational duties while continuing to address defined goals.
5. Reviews specifications for proposed construction or improvements and make recommendations which will facilitate the maintenance of those facilities and which improve appearance, safety, sustainability and accommodate the public.
6. Serves as a liaison with a variety of other Departments, with City & County staff and with other outside agencies to explain and justify operational or administrative procedures and operational programs; and negotiates/resolves the resolution of complex issues relating to personnel and operations.
7. Participates in budget development by providing detailed justification for general customer service programs and operations; oversees, administers and monitors a budget in excess of twenty million dollar; provides management with timely reports and information on budget expenditures and cost control.
8. Coordinates and implement program planning and define the organizational direction of the Airport’s general customer service operations, complex staffing needs and resource allocation; recognize future resource needs.
9. Develops program procedures to carry out Airport services including, but not limited to, solid waste disposal, maintenance of Airport furnishings, security training for facilities services personnel and emergency response for the Airport complex.
10. Performs related duties as required.
MINIMUM QUALIFICATIONS:
1. Baccalaureate degree from an accredited college or university with major course work in business administration, industrial relations, industrial management or a related field; AND
1a. Fifteen years of working experience in Facilities Services or Custodial Field; which must include five (5) years of management or supervisory-level experience in estimating time and costs related to providing general services in a large complex such as an Airport; AND
1b. Possession of a valid California Driver’s License.

2. Six (6) years working experience in contracts preparations, labor relations, purchasing, business operation and vocational training in Facilities Services; AND
2a. Fifteen years of working experience in Facilities Services or Custodial Field; which must include five (5) years of management or supervisory-level experience in estimating time and costs related to providing general services in a large complex such as an Airport; AND
2b. Possession of a valid California Driver’s License.

SELECTION PROCEDURES:
Screening Committee: (Weight: Qualifying)

Training and Experience Evaluation: (Weight: 100%)
The information provided by candidates in their job application, required verification and applicable documentation will be evaluated in terms of duration and relevance to class 0932 Manager IV – Airport Facilities Services Manager job-related knowledge, skills, and abilities. All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process. Candidates will be placed on the eligible list in rank order according their final score.
Certification Rule:
The certification rule for the eligible list resulting from this examination will be Rule of List. The hiring department may conduct additional selection processes to make final hiring decisions.
Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission whose job duties require unescorted Air Operations Area (AOA) access or sterile area access will be required to undergo a criminal history record check, including FBI fingerprints, in order to determine eligibility for security clearance and will be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
Medical Examination:
Prior to appointment, candidates must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirements.
Customs Clearance:
This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.
Eligible List
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission. The duration of the eligible list resulting from this examination process will be twelve (12) months, and may be extended with the approval of the Human Resources Director. Per Civil Service Rule 111A.26.5, the Human Resources Director may approve use of the eligible list resulting from this selection process to make permanent Civil Service appointments to other position(s) involving the same or similar title in any department.
