INTRODUCTION


The salary range for this position is $98,774 to $126,048 per year.  In addition to competitive salary, the City and County offers flexible benefit plans with pre-tax elections which include: medical and dental insurance; retirement plan; deferred compensation plan; long-term disability plan; life insurance; management training program; 11 paid holidays per year; 5 floating holidays; and 10 to 20 vacation days per year, depending on years of service.

Position Description: Under general administrative direction, manages the review, analysis, investigation and settlement of workers' compensation claims.  The essential functions of the position include: directing the work of employees engaged in administering workers’ compensation claims; developing and implementing Best Practice standards and procedures, operating within a broad policy framework; coordinating and implementing program planning; establishing staffing and training requirements, resource allocation and identification of future resource needs; serving as designated backup to Deputy Director, interacting with all managerial levels of city/county government and outside agencies, and serving as representative of the Workers' Compensation Division in meetings involving administrative systems, policies or procedures; and performing related duties as required.

MINIMUM QUALIFICATIONS

1. Bachelors Degree AND
2. Seven (7) years experience administering California workers' compensation claims, including determining compensability, authorizing benefits, reviewing, evaluating, investigating and processing claims and reports under California Labor Code; including two (2) years supervising employees who administer workers' compensation claims, AND
3. Possession of a California Self Insurance Administrator Certificate.

Substitution:  Applicants who do not possess a Bachelors Degree may substitute additional qualifying experience as listed above for up to two years of the required college work on a year-for-year basis, with one year of qualifying experience equivalent to 30 semester units or 45 quarter units.

Desirable Qualifications: Three (3) years experience managing a workers’ compensation claims office; ten (10) years experience administering workers’ compensation claims.

SELECTION PROCEDURES

Screening Committee (Weight: Qualifying)

In the event of a large number of qualified applicants, a committee of experts may evaluate the qualifications as described on the application materials of each candidate who has met the minimum qualifications for the position.  Additional information may be requested at the time to assist in the screening process.  Only the candidates who are most qualified and whose backgrounds best match the position will continue in the selection process. Applicants meeting the minimum qualifications are not guaranteed advancement in the selection process, and the decisions of the screening committee are final.

Computer-Based Examination: (Weight 50%)

Candidates who are qualified will be tested to determine their knowledge, skills, and ability in job related areas which may include but not be limited to:  Knowledge of the principles of management, including managing organizations, people and systems, and accomplishing objectives through subordinate supervisors and their teams; ability to supervise, train and motivate staff, conduct performance appraisals, develop performance improvement plans as needed, and appropriately apply disciplinary measures; ability to prioritize a variety of problems and meet deadlines; ability to communicate clearly and effectively in writing; and leadership skills including setting standards and holding self and others accountable, and modeling desired behaviors.    Candidates must achieve a passing score on the computer-based examination in order to participate in the oral/performance examination.
 
Oral/Performance Examination: (Weight: 50%)

Candidates who successfully pass the computer-based examination will be invited to participate in an oral examination to assess their knowledge, skill and ability in job-related areas which may include but not be limited to: knowledge of California workers' compensation law and related codes, rules, provisions and regulations; the basis for acceptance or rejection of workers' compensation claims agains the City and County, the rating system for disability injuries used by the California Department of Industrial Relations, and approaches to reserving and settlement; ability to analyze and resolve problems related to the management of the workers' compensation program, and anticipate problems that might result from legislative and collective bargaining changes; ability to communicate orally with staff, management, policy makers and outside organizations, including making oral presentations; ability to communicate clearly and effectively in writing; and ability to utilize claims and risk management information systems proficiently.

Job-related written and performance exercises may be included.  Candidates must achieve a passing score on the oral/performance examination in order to be ranked on the eligible list.

Examination Note:  For those candidates who pass both the computer-based examination and the oral/performance examination, the total score for the examination will be weighted using the percentages noted above.

In addition, the department may use further selection procedures to make a final hiring decision.  Candidate scores on this examination may also be applied to other announcements involving other job titles, when directed by the Human Resources Director.

DISASTER SERVICE WORKERS

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

CONCLUSION

  2. Certification:  The certification rule for the eligible list resulting from this examination will be Rule of List.  The hiring department may conduct additional selection processes to make final hiring decisions.
  3. Eligible List:  The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.  The duration of the eligible list resulting from this examination process will be six months, and may be extended with the approval of the Human Resources Director.  The Human Resources Director may approve use of the eligible list resulting from this selection process to make permanent Civil Service appointments to other position(s) involving the same or similar title in any department.  Per Civil Service Rule 111A.26.5, the Human Resources Director may approve the use of the eligible list resulting from this examination for Permanent Civil Service appointments to other positions in the same or similar classes in any department.

BENEFITS
