This is a Position-Based Test conducted in accordance with Civil Service Rule 111A.

 

The current position is located at San Francisco International Airport.  The eligible list resulting from this examination may be utilized for future positions in this class in other City departments. 

 

Under direction of the Assistant Deputy Airport Director of Operations Management, the Airport Duty Manager (ADM) oversees all Airport activities and is responsible for coordination of all Airport divisions/sections.  In the absence of more senior management, the Airport Duty Manager assumes responsibility for the function, operations and physical maintenance of the entire Airport complex and represents Airport management 24 hours per day.

 

The essential functions of the class include: conducting a daily briefing with senior staff and shift briefings with all department management; responding and coordinating support activities during emergencies; performing continuous inspections of airfield, landside and facility operations; initiating and coordinating corrective actions; enforcing or resolving unique or time critical operational issues and incidents; conducting safety spot checks of all Airport facilities, and ensuring TSA security procedural compliance.  The Airport Duty Manager is the Airport press spokesperson during after-hours, weekends, and emergencies; comments on airport operational activity and continually advises senior staff of airport operational issues; coordinates all landside and roadway activities; is required to work nightshifts, weekends and holidays; and performs other duties as assigned.

 

COMPENSATION AND BENEFITS:  The normal annual salary range is $91,520 to $116,792.  Appointment above the maximum of the normal annual salary range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range. In addition to competitive salaries, the City offers flexible benefit plans with pre-tax elections which include: medical and dental insurance; Retirement Plan; Deferred Compensation Plan; Social Security; Long-term disability Plan; Life Insurance; paid Management Training program; 11 paid holidays per year; 5 floating holidays; 10 to 20 vacations days per year, depending on years of service; and may earn up to 100 hours paid administrative leave per year.

MINIMUM QUALIFICATIONS

 

1.  Eight (8) years of progressively responsible airport facilities or aviation operations experience.  This experience must include at least four (4) years of experience at the level of supervisor, coordinator or manager in planning, directing and/or managing of airport facilities and/or aviation operations at a medium to large commercial airport;   AND

2.  Possession of a valid Class C Driver’s License. A California license must be obtained prior to appointment.  (Employees are required to maintain a satisfactory driving record).

 

SUBSTITUTION:

Possession of a Bachelor’s or Master’s Degree in Aviation Management, Business Administration, Public Administration or a related field from an accredited college or university may substitute for up to two (2) years of the airport facilities or aviation operations experience (not the four (4) years of supervisor, coordinator or manager level experience).

 

 

DESIRABLE QUALIFICATIONS: 

  • Excellent oral and written communication skills.
  • Ability to conduct press interviews.
  • Experience with heavy coordination of airport/airline operations with the responsibility for the over-all management of the operation at a particular airport/station.
  • Experience in responding to and coordinating airport emergencies and incidents of all types.

VERIFICATION
:

SELECTION PROCEDURES

Screening Committee:   (Weight:  Qualifying)

In the event of a large number of qualified applicants, a committee of experts may evaluate the qualifications as described on the application and/or supplemental questionnaire of each candidate who has met the minimum requirement for the position.  Additional information may be requested at the time to assist in the screening process.  Only those candidates who most closely meet the needs of the Department will be invited to continue in the selection process. Applicants meeting the minimum qualifications are not guaranteed advancement in the selection process. 

 

Training and Experience Evaluation:   (Weight:  100%)

Candidates will be evaluated and scored based on the information provided in their job application, and supplemental questionnaire to determine their possession of the knowledge, skills, and abilities required for position 0923 Manager II-Airport Duty Manager.  All relevant experience, education and/or training must be on the application in order to be reviewed in the rating process.  Candidates will be placed on the eligible list in rank order according to their final score.

Certification Rule:

The certification rule for the eligible list resulting from this examination will be Rule of the List.  The Airport Commission may conduct additional selection processes to make final hiring decisions.

 

 

Transportation Security Administration (TSA) Security Clearance:

Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening.  Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination.  Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

 

Customs Clearance:

This position requires that the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for, successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1, every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access, a requirement for this position, may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations, Title 19, Part 122, Sections 181 or 189.

 

Medical Clearance:

Prior to appointment, selected eligibles must successfully pass a medical examination to determine his/her ability to perform the essential functions of the job and/or the ability to meet the physical minimum requirements.

 

Eligible List:
The eligible list resulting from this examination is subject to change after adoption (e.g., as a result of appeals), as directed by the Human Resources Director or the Civil Service Commission.  The duration of the eligible list resulting from this examination process will be twelve (12) months, and may be extended with the approval of the Human Resources Director.

Per Civil Service Rule 111A.26.5, the Human Resources Director may approve use of the eligible list resulting from this selection process to make permanent Civil Service appointments to other position(s) involving the same or similar title in any department.

DISASTER SERVICE WORKERS

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
