
POSITION DESCRIPTION: Under general administrative direction, the Director of Patient Accounts manages day-to-day operations of Billing and Collections for San Francisco General Hospital & Trauma Center and Community Oriented Primary Care (COPC) accounts receivable; oversees gross annual revenue of $1.5 Billion, 42,000 accounts billed per month, and collections of $20 million per month. Administers department budgets for Patient Accounting and Credit and Collections, combined annual labor budget of $5,000,000, total 68 FTE’s. Responsible for managing non-labor expense to ensure budget control. Oversees department productivity and staff training to ensure hospital accounts receivable fiscal year goals are met. Responsible for personnel hiring and Human Resource (HR) related issues, according to MOU’s, Department of Public Health and City and County of S.F. HR policies. Coordinates with internal and external, government and non-government program audits. Reviews and supplies additional information related to audit issues. Develops department policies and procedures for billing and collection in accordance with government and non-government billing regulations. Essential functions include: plan, direct, monitor and evaluate operations billing for the hospital, clinics and long term care facilities; manage day-to-day operations of Billing and Collection departments to ensure timely and accurate billing for efficient collection of cash; determine staffing needs to recommend appropriate operations resources to Patient Financial Services Director; stay current on billing regulations for both government and non-government requirements; ensure compliance with requirements of: Medi-Cal, Behavioral Health’s Billing Information System (BIS), Family Pact, Child Health & Disability Program, Commercial Insurance, HMO, Breast Cancer Early Detention Program, Managed Care Medi-Cal and Self Pay; coordinate between IS and electronic billing vendors to ensure billing data profiles are interfaced correctly; monitor and correct systems problems and reduce errors to payers; provide direction to employees when profile changes are needed; review changes for accuracy to insure changes in coding have been successfully completed; ensure automatic processing payments from Medi-Cal and Medicare; coordinate and manage work activities between BIS and hospital patient accounting system; manage and coordinate staff for cash and patient collections; manage cash posting department including reconciliation and interface with FAMIS; coordinate internal and external audits; monitor credit balance reporting to Medicare and take appropriate action when required; work on multi-disciplinary teams, Medical Records, Information Services, Utilization Review, HR, Quality Management and COPC; and develop complex systems reports to insure the promulgation of important information to key managers. The Director of Patient Accounts also performs other related duties as assigned/required. This position is subject to budget approval.
Note: The normal annual salary range is $91,520 to $116,792. Appointments above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills, and require special approval process.

Four (4) years of verifiable experience within the last seven (7) years, performing administrative oversight or direct management of staff in the billing and collection of medical claims for MediCal, Medicaid, MediCare and third party/individual payors. This experience must have been obtained at an acute care facility with a minimum of three hundred (300) staffed beds.

Note: City employees do not need to submit verification of qualifying City work experience if experience gained is from the class to which appointed. Credit for experience obtained outside of the employee's class will only be allowed if recorded in accordance with the provisions of Civil Service Rules. City employees relying upon qualifying work experience gained outside the City and County of San Francisco must submit written verification of such experience as described above.
Verification of the required experience may be waived if impossible to obtain. However, the applicant must immediately request a waiver of verification of qualifying experience by submitting a signed statement with the application explaining why verification is unattainable.
