The Department of Emergency Management is currently recruiting for the position of 1063 IS Programmer Analyst, Senior.  We currently have at least one (1) vacant position.  The scope of this position will mainly focus on administering Department of Emergency Management’s PeopleSoft 8 HRMS.

JOB DESCRIPTION: Under general supervision and direction from the IT Manager, the HRMS programmer will be responsible for analysis and design, feasibility analysis, technology and software assessment, programming, and maintenance for the following tasks relating to the Department of Emergency Management’s HRMS application (PeopleSoft 8). Administrative and technical duties may be expanded to additional platforms as requirements and technologies change.

 

ESSENTIAL JOB DUTIES: 

 

Develop and program enhancements to the existing Time and Labor module for the Operations Division to facilitate: daily schedule; assignment of lunches/breaks; time off signup/approval; semi-annual shift signup; Annual vacation signup; OT request and approval; Minimum staffing requirements; daily roster changes; project weekly minimum staffing gaps and creation of new reports based on the new requirements.

 

Establish rules and criteria consistent with the current MOUs associated with Operations Personnel; consult with a single point-of-contact from the Operations division to customize the current system; develop training materials and conduct a training program for all Operations Shifts to roll out new modules; work with various other divisions within DEM to ensure the following HRMS modules are maintained to meet requirements:

    • Training module
    • Disciplinary module
    • Time and Labor modules for Administrative division and division of Emergency Services  

Ensure the system design fits the needs of the users; oversee vendor software maintenance/support for HRMS applications; establish and maintain documentation for DEM’s HRMS; work with the City’s Emerge project to ensure that DEM’s HRMS applications and data interface with the Emerge system.

 

Work tasks include: interface with users to determine system requirements, analyzing data processing needs, determine security profiles, implementation and testing, conversion to production status, technical and procedural documentation, user training, post-implementation assessment, troubleshoot system problems, and system administration. Other duties include coordinate with outside vendors and contractors to complete projects and service requests; define, assign and evaluate their work.

 

NATURE OF WORK: Candidates must be willing to work a 40-hour week as determined by the department and twenty-four hour on-call support and occasional overtime work is required.  Travel within the city is required.

 

SPECIAL CONDITIONS:   

Recent senior level experience as: programmer/analyst in PeopleSoft 8 Client Server Web, Crystal Reports, and PeopleTools with Sec Admin. Senior Level Relational db modification & design experience. Senior Level SQL Server experience in: application support, operational support, and software installation/maintenance. Advanced journey level experience in: use of Peoplesoft Query tool.
 

BACKGROUND INVESTIGATION:
Selected candidate will be required to undergo a background check prior to employment to ensure adherence to DOJ requirements for IT personnel. 

 

MINIMUM QUALIFICATIONS

Knowledge of: computer languages; personal computer applications development tools; script/procedure languages; common operating systems software and relational database systems; electronic data processing; interactive or macro-based applications; job flow within a large scale data processing environment; systems development life cycle; coding testing and implementing complex programs; and systems analysis and design.
 
Ability to: communicate effectively orally and in writing; advise others on how to apply and interpret policies, procedures and standards in specific situations; use logic and analysis to solve computer and systems problems; translate functional requirements into systems specifications; perform data and process modeling and normalization; analyze data and information using established criteria, in order to determine consequences  and to identify and select alternatives; exercise decisiveness and creativity in situations involving the evaluation of information against judgmental criteria; ability to prioritize competing requests for service; use emerging technologies and software; develop multi-platform-based applications; establish good working relationships with other employees in IS positions, vendors and end-users; and read and understand professional journals and literature.

DISASTER SERVICE WORKERS

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

BENEFITS

All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare.
