2830 Public Health Nurse

Under general supervision, the Public Health Nurse performs professional nursing duties. Essential functions include:


·       Provides nursing assessment and formulating nursing diagnosis to meet mutually agreed upon client oriented health goals;

·       Provides health teaching, screening and counseling to clients of all ages, including high risk populations;

·       Assists with health promotion/risk reduction intervention;

·       Performs defined technical/skilled nursing tasks;

·       Assists in epidemiological investigations in the control of infectious and non-infectious diseases;

·       Performs case finding and case management in a variety of settings;

·       Applies concepts of community organization in working with communities to meet clients’ health needs;

·       Advocates for clients’ rights;

·       Maintains current, legible records according to legal guidelines; and

·       Performs other duties as assigned/required.




1.    Possession of a valid permanent/temporary California license as a Registered Nurse issued by the California Board of Registered Nursing; AND

2.    Possession of a valid Public Health Nurse Certificate issued by the California State Department of Health; AND

3.    One (1) year (equivalent to 2,000 hours) of verifiable experience as a Registered Nurse in an acute hospital, primary care facility, home health agency, and/or public health agency within the last five (5) years; AND

4.    Possession of a valid current California Driver’s License issued by the California Department of Motor Vehicles.


Cardiopulmonary Resuscitation (CPR) Certificate Requirement/Provision:


Possession of a valid Cardiopulmonary Resuscitation (CPR) Certificate, issued by the American Heart Association, is required as a provision to employment for all positions. Eligibles who do not possess such a certification may participate in this examination process and be appointed to a position(s), but will be required to obtain the certification within two (2) weeks of hire date and maintain validity throughout length of employment. A photocopy of the valid Cardiopulmonary Resuscitation (CPR) Certificate must be provided to the appropriate supervisor of the appointment within the allotted time frame. Failure to demonstrate/show proof of possession of valid certification within two (2) weeks of hire date and throughout length of employment may result in dismissal and/or termination of employment.

Candidates who meet the minimum qualifications will be evaluated through the use of a written exercise which measures their relative knowledge, skills and abilities in job-related areas, which may include but are not limited to: knowledge of nursing and public health nursing processes; knowledge of health risk factors; knowledge of case management; knowledge of socio-behavioral concepts; knowledge of community resources; and organizational ability.



The certification rule for the eligible list resulting from this examination will be Rule of Three Scores.  Additional selection processes may be conducted by the hiring department prior to making final hiring decisions.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.



All employees hired on or after January 10, 2009 will be required (pursuant to San Francisco Charter Section A8.432) to contribute 2% of pre-tax compensation to fund retiree healthcare. In addition, most employees are required to make a member contribution towards retirement, typically 7.5% of compensation.
