Definition

Under policy direction of the Superintendent and the Board of Education, the Chief Financial Officer plans, directs and controls the financial and business operations of the District to ensure financial stability and maximize resources available for educational programs; develops and recommends policies and procedures for immediate and long range financial management; and directs the administration and monitoring of the District's budget, contracting, and procurement functions.

Distinguishing Features

The Chief Financial Officer reports directly to the Superintendent of Schools and is distinguished by its responsibility as a cabinet member with full authority for developing, administering, and implementing fiscal and business plans, policies and operations for the District.  The Chief may be assigned to act for the superintendent in his/her absence.

Supervision Exercised

This class supervises management, professional and technical staff, both directly and through subordinate managers.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code (class) and are not intended to be an inclusive list.

1. Plans, directs and manages the operations of financial services (including payroll, accounting, accounts payable, and audit units), budget and position control, purchasing and procurement, contracts administration, and risk management divisions of the department of financial and business services.

2. Directs the allocation of division resources, including the preparation of the division budget, to achieve goals and objectives; adjusts plans and programs to address new and emerging programs, policies, and expectations.

3. Selects, trains and supervises division staff directly and indirectly through subordinate managers; oversees staff development activities to ensure a highly competent workforce; and directs the development and implementation of District-wide training programs to ensure compliance with business policies and procedures.

4. Develops and directs District-wide budget development, analysis, and expenditure reporting activities in compliance with District policies and categorical funding requirements; analyzes and reviews budgetary and financial data; oversees the allocation of materials and staff resources for operating departments; and monitors and authorizes expenditures in accordance with established regulations and guidelines.

5. Directs the analyses of state and local legislation and business trends related to school financial and business operations; prepares recommendations regarding policies and procedures; advises the Superintendent on unusual issues and recommends appropriate actions.

6. Directs the preparation of narrative and statistical reports, records and memoranda, including the preparation of the District's consolidated application and reporting; ensures appropriate controls and reporting of all grant and contract management activities.

7. Collaborates with executive staff and school administrators in District-wide comprehensive planning and policy implementation to ensure financial stability, as well as fiscally responsible activities at all levels.

8. Establishes and maintains financial liaison with agencies and departments of the State of California, City and County of San Francisco, bond rating organizations, community advisory groups, and other interested public groups and officials; serves as the key spokesperson to the Board of Education and the community regarding all business and fiscal matters; represents the Superintendent and the District in governmental, legislative and business community meetings, as well as to the media.

Knowledge, Skills and Abilities

Knowledge of:  Federal, state and local regulations and provisions governing financial and business activities of a large, urban public school district in the state of California, including San Francisco Board of Education policies and administrative provisions, the California Education Code, California Department of Education program guidelines and advisories, and state and federal funding programs and requirements; principles and techniques of governmental financial management in a large, urban public school district setting, including revenue accounting, bond fund management, appropriation accounting, site-based budgeting, and weighted student formula; principles and effective methodologies for managing organizational change and initiating key innovations.

Ability to:  Provide successful leadership within a large and culturally diverse public school district in the area of fiscal and business services; collaborate with District administrators to deliver efficient, effective fiscal support and business services to schools and administrative support departments; interact with diverse groups and individuals; communicate effectively, both orally and in writing; operate standard computer equipment and software; and direct the use of appropriate technology for financial operations.

Experience and Training

1. Master's degree in education, public administration, business administration or related field; AND

2. Eight (8) years of successful senior management in a large California public school district, with managerial responsibility for financial and business services; OR

3. An equivalent combination of education and experience providing the required skill and knowledge for successful performance, including for example a PhD in Education.
