Definition

Under general supervision, the Traffic Signal Electrician Supervisor I, assists in coordinating and directing the overall installation, servicing and repair of a large and complex City-wide traffic signal system; and performs related work as required.

Distinguishing Features

The Traffic Signal Electrician Supervisor I is a first level supervisory class that has responsibility for interpreting and enforcing methods and procedures related to traffic signal installation, programming, maintenance, and repair activities. This class is distinguished from the 9149 Traffic Signal Electrician Supervisor II in that the latter is a second level supervisory classification assisting with managing the citywide traffic signal program.  This class is further distinguished from the Traffic Signal Electrician in that the former class has supervisory responsibility for traffic signal activities, whereas the latter class is the journey-level worker responsible for the installation and repair of traffic signals and other electronic or electric traffic control devices.

Supervision Exercised

The Traffic Signal Electrician Supervisor I supervises Traffic Signal Electricians, Electrical Line Helpers and may supervise, or supervise the work of professional and clerical staff engaged in traffic signal work. 

Examples of Important and Essential Duties

According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list.

1. Supervises the installation, maintenance, repair and alteration of the City's complex traffic signal system. Establishes and delegates work priorities and makes recommendations on procedures related to traffic signal systems.

2. Supervises and may personally perform the more complex maintenance and repair on traffic signal systems and other traffic operation projects.

3.  Instructs and trains Traffic Signal Electricians and Electrical Line Helpers; makes field inspections and coordinates completion of work; may coordinate with the work of other departmental sections, agencies and construction programs. 

4. Evaluates electrical and electronic portions of traffic signal installations done by private contractors or manufacturers to ensure accurate operational function and performance.

5. Supervises by delegating appropriate duties and responsibilities to subordinate staff; monitors and communicates job performance expectations to subordinates; prepares objective and constructive performance evaluations on schedule; and implements and documents appropriate disciplinary actions as necessary.

6. Estimates cost, time and materials required to install and/or repair traffic signal and electrical systems; ensures availability of materials and equipment used in traffic signal operations. 

7. Communicates with members of the public, agency staff and representatives of other city departments on traffic signal related issues; maintains automated and other records for the resolution of disputes, litigation, and appeals; may provide testimony in court.

8. Assists Traffic Signal Electrician Supervisor II in projecting basic staffing levels and overtime estimates; develops equipment and material inventories. 

9. Informs Traffic Signal Electrician Supervisor II of all operational and personnel issues pertaining to the Traffic Signal Shop. Develops and maintains a variety of records and databases such as daily, weekly, and monthly assignments, injury and accident reports, daily work logs, and complaints from members of the public.

10.  Keeps current on new advances in Traffic Signal technology and implements upgrades.

11. Monitors and documents established safety procedures; conducts safety meetings.

12. Performs other related duties as required.

Knowledge, Skills and Abilities

Knowledge of: Electrical and electronic theory, programming, repair and maintenance of various types of traffic signal equipment; San Francisco City and County standards and specifications for signal and highway lighting; State of California (CALTRANS) standards, Manual on Uniform Traffic Control Device; National Electrical Code and other related codes; various types of traffic signal equipment used in the repair and maintenance of electrical and electronic equipment; inspection techniques and procedures; safety rules and regulations, regulatory agency requirements, and shop safety practices and procedures; and supervisory practices and procedures.

Ability to: Repair and test electrical and electronic equipment; understand and interpret schematic drawings, blueprints and layout work; operate and properly utilize hand and other tools such as testing and computerized equipment; read, understand, and interpret plans and specifications; keep current on new and changing techniques and procedures in the Traffic Signal field; supervise and train others in the repair and maintenance of electrical and electronic equipment, plan, prioritize, assign and train staff; inspect and evaluate the work of others; provide motivation and counseling when needed; speak in a clear, concise, and relevant manner; read and comprehend written materials related to electrical and supervisory work; prepare written procedures, reports, and memos; relate tactfully and effectively with staff,  departmental personnel, representatives of other agencies, members of the public, and contractors; utilize applicable computer software applications such as Microsoft Office and other specialized software applications; and operate a motor vehicle.

Experience and Training

These minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification.  Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.

1a)  Completion of a recognized Electricians' apprenticeship program; AND three (3) years of verifiable journey-level Electrician experience of which two (2) years must have been performing journey-level traffic signal electrician duties equivalent to City and County of San Francisco class 9145 Traffic Signal Electrician; OR

1b)  Six (6) years of verifiable journey-level inside wireman experience as defined by the International Brotherhood of Electric Workers;  AND two (2) years of journey-level traffic signal electrician experience equivalent to City and County of San Francisco class 9145 Traffic Signal Electrician; AND

2. Possession of computer skills necessary to perform the duties of a Traffic Signal Electrician Supervisor I.

License or Certificate

Possession of a current valid Class C driver license.   

 

SUPPLEMENTAL INFORMATION

Working Conditions: The performance of the essential functions of the class require working on energized equipment, around loud noise and construction equipment; standing, walking on level and uneven surfaces, kneeling, squatting, and stooping in the performance of installation and inspection duties. These duties also require the incumbent to climb in and out of a boom bucket and balance while working at a height of a maximum of 25 feet. During the performance of duties, the incumbent will regularly be required to push weights in excess of 50 pounds and lift equipment that weighs over 25 pounds.  The incumbent is daily exposed to electrical hazards; installation and repair work is performed near moving traffic and in all weather conditions. May be required to work in confined spaces; and may be subject to stand-by duties and mandatory overtime as assigned on a 24 hours per day basis.
