Definition

Under general supervision, performs a variety of routine sewer maintenance and repair tasks such as excavating and shoring of trenches, replacing pipe sections, flushing, cleaning and inspecting sewers; and performs related duties as required.

Distinguishing Features

The class 7421 Sewer Maintenance Worker differs from the next higher class 7449 Sewer Service Worker in that the 7421 Sewer Maintenance Worker is an entry-level classification in the Sewer Maintenance classification series wherein incumbents perform skilled labor in the construction and maintenance of sewer lines and report to a 7449 Sewer Service Worker.

Examples of Important and Essential Duties

According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Cleans main and side sewers, manholes, catch basins, grates, sumps and other miscellaneous sewer structures; cleans channels and tanks in sewer treatment plants and pump stations as required.

2. Inspects the sewer system for condition and maintenance requirements, locates breaks and failures within the sewer system manually, with televised inspection equipment and/or with dye tests.

3. Loads dirt collected from sewer onto trucks; wets down trenches and builds dams in sewer lines to divert flow during maintenance operations.

4. Cuts, fits and installs hydraulic, wood and metal shoring to OSHA standards for trench excavation; removes such shoring for re-use on completion of sewer repair work.

5. Performs installation of new sewer pipe sections; assures that all barricades, flags and lights are properly installed around excavations.

6. Assures all street openings are properly barricaded and in safe condition when work is not in progress. Contacts residents regarding sewer system problems and/or maintenance work.

7. Operates air compressors, air hammers, jackhammers and other mechanical equipment in the excavating and backfilling of trenches; operates manual and power equipment in cleaning sewers and other sewer structures. Performs heavy manual labor including lifting and carrying up to 100-pound bags of sand and concrete.

8. Documents and keeps routine records and reports of maintenance and repair activities.

9. Responds to service calls requesting maintenance of the sewer system, and may drive trucks to transport workers and small equipment.

10. Performs other job duties related to classification as required and assigned.

Knowledge, Skills and Abilities

Requires knowledge of trench excavation practices and sewer maintenance and repair including methods and tools as required by OSHA standards; the skill and ability to use a variety of tools and equipment required in the construction, maintenance and repair of a municipal sewage system.

Requires the skill to operate power devices such as air compressors, winches, pavement breakers and trash pumps.

Requires the ability to communicate clearly; and the ability to follow oral and written instructions accurately.

Experience and Training

One (1) year of experience as a general laborer in trench excavation and shoring for the repair and installation of public sewer/water and/or utility lines or sewer cleaning and operating heavy duty construction equipment such as jackhammers, chippers, air hammers; OR

Two (2) years maintenance experience using high-pressure cleaning equipment and/or closed circuit television inspection.

License or Certificate

Possession of a valid Class C driver license

Essential duties require the following physical skills and work environment:
Nature of work requires sustained physical effort involving considerable standing, bending, squatting and working in dark confined spaces in close proximity to other workers; some dexterity in the use of fingers, limbs and body; exposure to working conditions where moderately serious injuries may occur; continuous exposure to all weather and extremely disagreeable working conditions involving work with and in raw sewage and in the presence of vermin for long periods of time.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
