The 7274 Transit Power Line Supervisor II is the second-level supervisor in this series and directs the activities of several field crews engaged in the installation, construction, maintenance and repair of overhead and underground transit power transmission systems. This job code is distinguished from the next lower job code 7235 Transit Power Line Supervisor I in that the latter is the first-level supervisor in the transit power line series and supervises a crew of electrical line-workers and support personnel in the installation, construction, maintenance and repair of overhead and underground transit power lines and cables.
According to Civil Service Commission Rule 109 and 409, the duties specified below are representative of the range of duties assigned to this job code and are not intended to be an inclusive list. Duties in the job code vary depending on the assignment.
1. Manages activities of the overhead division; sets priorities, plans, assigns, supervises and inspects the activities of subordinate supervisors and their crews in the installation, construction, maintenance, and repair of high voltage (600 volts or more) overhead and underground transit power transmission systems and equipment; coordinates work projects with utilities and departments involved.
2. Makes field inspections of work in progress to ensure conformance with instructions and prescribed safety practices and methods for transit power transmission systems over 600 volts; ensures compliance with local, state and federal laws and regulations.
3. Reviews and analyzes existing methods and procedures and identifies changes to increase efficiency and/or to be in compliance with applicable rules and regulations including safety rules and regulations.
4. Interprets, coordinates, and enforces existing methods and procedures relative to the maintenance and repair of transit power transmission systems.
5. Reads, understands, and interprets diagrams, blueprints and/or schematics and applies the information appropriately.
6. Prepares budget requests and time and material cost estimates for various work projects; administers and monitors expenditures; conducts field surveys and preliminary estimates and plans for system modifications.
7. Oversees requisitioning of materials, equipment and supplies; develops product specifications and ensures that the materials, equipment and supplies conform to acceptable standards.
8. Coordinates repair crews’ response to transit system emergencies; ensures that field crews are adequately supplied with necessary, tools, equipment, Personal Protective Equipment and materials t to complete their various assignments.
9. Prepares, maintains, reviews, and supervises the preparation of material cost and time records, correspondence, and reports utilizing various computer programs and applications.
10. Establishes goals for the division; develops policies and procedures for the routine maintenance of overhead lines and underground cables; assists in the development and advancement of subordinates through training and effective use of employee development program.
Knowledge of: electrical testing and inspection procedures and practices of the overhead and underground transit power transmission systems; proper maintenance and repair of transit power lines; electrical theory and practices, rules and regulations in the installation, maintenance, and repair of high voltage (600 volts or more) transit power lines; laws, codes, regulations, safe work procedures and practices related to the installation, maintenance and repair of high voltage (600 volts or more) transit power lines; federal, state and city laws/ordinances pertaining to high voltage overhead and underground power lines such as General Order 95; regulations governing the safe use of heavy equipment, high voltage and hazardous materials; tools, materials and equipment used in the installation, .
Ability to: effectively plan, assign, supervise, motivate, train, counsel and discipline employees and subordinate supervisors and crews; coordinate and delegate work, meet deadlines, handle confidential personnel situations, assist in the professional development of staff; recommend, develop and achieve clearly defined departmental performance objectives; anticipate and be proactive; set priorities, coordinate and schedule tasks or events in a logical manner; interpret and enforce SFMTA rules, regulations, directives and polices; develop and recommend policies; tactfully and effectively interact with subordinates, supervisors, representative of other departments and members of the public; convey instructions, policies, procedures, and ideas verbally in a clear, concise and courteous manner to subordinates, supervisors, representative of other departments and members of the public; read and comprehend written materials and communicate in a clear and articulate manner over a 2-way radio and other communication devices; write procedures, document work performance and related incidents, prepare cost estimates, reports, memos, emails, and other correspondence using computer applications/programs; read and interpret plans, drawings and specifications; and analyze and determine the tools, materials, personnel and equipment required for work projects.
Six (6) years of journey- level experience, which must have included three (3) years in a supervisory capacity, in the construction, maintenance, and repair of overhead and underground transit power transmission systems and equipment over 600 volts.
Possession of a valid Class C driver license.
