Definition

Subject to general administrative direction, the Executive Director is responsible for the administration an direction of the policies and activities of the Southeast Community Facility Commission; has responsibility for the development and supervision of a wide variety of programs associated with the Commission and its facilities; and performs related duties as required.

Distinguishing Features

This single-position class functions as the administrator in charge of policies and programs related to the Southeast Community Facility Commission and develops and defines procedures and operations. The incumbent has primary responsibility for establishing and maintaining programs and activities of the Commission and its facilities: the Southeast Community Facility and Earl P. Mills Center and three childcare satellites; and for ensuring that Commission operations and programs primarily benefit the residents of the Bayview-Hunters Point community.

Examples of Important and Essential Duties

1. Plans, develops, directs and administers the programs and activities of the Commission in order to fulfill its legislative mandates and to enact its policies and decisions; evaluates programs and make recommendations regarding Commission activities and policies; advises the Commission as to appropriate actions; provides staff support to the Commission and its committees as needed.

2. Recruits, hires trains, supervises, coordinates and evaluates all Commission staff; makes regular reports and recommendations to the Commission on fiscal matters, preparing , securing, managing and monitoring annual facilities budgets; makes recommendations to the Bureau of Water Pollution Control in the Department of Public Work with respect to the annual facility budget.

3. Administers, under the direction of the Real Estate Department, leases and agreements for use of space at the Facility and Center. Monitors leases to ensure compliance with insurance and bond requirements, and all relevant municipal, state and federal laws and regulations.

4. Meets with community groups to determine needs and priorities for Facility and Center use. Such needs may include full and gainful employment of community residents; development of marketable job skills; access to education programs, affordable day care services; special community services for senior citizens and other programs; and improvement of the economic health, safety and welfare condition of residents of Bayview-Hunter Point.

Knowledge, Skills and Abilities

Comprehensive Knowledge of principles, practices and techniques of citizen participation, community development and advocacy; departmental planning, budgeting, organization, and management; program implementation and monitoring.

Ability to: direct subordinates engaged in diverse activities; make recommendations concisely and present them effectively before boards, commissions and the public; ensure participation and representation of members of diverse cultural, ethnic and other groups in planning and implementing policies and programs; interpret and explain laws and policies; communicate effectively orally and in writing; establish and maintain effective working relationships with elected and appointed officials, subordinate staff, directors and members of other departments, civic organizations, agencies, and the public. Note: This class is exempt from Civil Service examination under Section 3.500(h) of the Charter.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
