Definition

Under general direction, serves as principal staff assistant to the Controller, responsible for a variety of administrative areas in the Controller's Office. Essential functions include: providing complex administrative assistance and support to the Controller; providing administrative support to the Treasury Oversight Committee and the Citizen's General Obligation Bond Oversight Committee; providing written responses to legislative bodies, public agencies, private organizations and civic groups on a variety of information produced by the Controller's Office Staff; consulting with Controller's Office Senior Staff and Division Heads regarding administrative issues, operations and changes in polices and procedures; independently preparing complex administrative memoranda, letters, records and reports; and performing related duties as required. This position requires a high degree of independent work and judgment and may require the incumbent to represent the Controller at various meetings.

Distinguishing Features

This is a single position class under the direction of the Controller. The incumbent in this class is primarily responsible for complex administrative support of the Controller, and performs high-level administrative duties.

Supervision Exercised

This position may supervise subordinate staff.

Examples of Important and Essential Duties

: According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code (class) and are not intended to be an inclusive list.

1. Acts as liaison between the Controller and other city departments; meets and corresponds with individuals, outside organizations and the general public in connection with the activities of the Controller's Office.

2. Takes and transcribes a variety of meeting notes and minutes, often of a confidential nature; prepares appointment schedules and maintains appointment calendars.

3. Meets regularly with executive management and senior staff to discuss ongoing programs and practices, and the formulation of new or revised policies and procedures; coordinates executive management decisions with subordinate personnel.

4. Provides administrative support to committees, including the Treasury Oversight Committee and Citizens General Obligation Bond Oversight Committee.

5. Composes a wide variety of correspondence and specialized reports independently; evaluates the support needs of senior staff and utilizes clerical staff in the most efficient manner for these needs; trains clerical employees and others in office procedures; prepares procedural manuals; reports on a variety of administrative and management issues; formulates recommendations.

6. Manages and coordinates all requests for public information through the Sunshine Ordinance; tracking and maintaining reporting requirements for the Controller's Office.

7. Performs other related duties and responsibilities as assigned.

Knowledge, Skills and Abilities

Knowledge of: Modern office operations, techniques and procedures and the use of office equipment; policies, procedures and operations of the Controller's office; laws, rules and regulations applicable to the operations of the administrative office of the Controller.

Ability to: Communicate orally and in writing with no errors to a wide variety of audiences; plan, assign, supervise and review the work of subordinate staff ; prepare and maintain a wide variety of office records and files and prepare complex reports and correspondence; plan, organize, coordinate and complete multiple complex projects simultaneously; ability to use critical, independent good judgment in a variety of circumstances; establish and maintain effective working relationships with city staff and representatives of outside organizations.

Skill at operating computers utilizing a variety of hardware and software programs.

Experience and Training

1. Possession of a baccalaureate degree from an accredited college or university; AND

2. Five years of increasingly responsible secretarial, clerical and/or administrative office or executive assistant experience; or an equivalent combination of training and experience.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
