Definition

Under direction, administers examinations; exercises work direction over other examination proctors; scores and reports results of examinations; and performs related duties as required.
Requires responsibility for:  Carrying out and explaining methods and procedures in the conduct of various types of examinations; frequent contact with examination candidates and proctors to explain procedures, rules and regulations governing the conduct of examinations; preparing and reviewing related examination records and reports.

Examples of Important and Essential Duties

1.  Supervises and participates in the administration of written tests, work sample and physical agility tests; reserves examination centers.

2.  Recruits, trains, and keeps time of examination proctors; prepares instructions for proctors' assignments; organizes examination material for proper distribution; transports examination material to examination center; distributes material to testing technicians.

3.  Assembles and seats examination participants in proper places; inspects and collects identification cards to ascertain that only authorized persons are admitted to examination.

4.  Distributes test materials and instructs candidates in examination procedures; patrols examination area to make certain that candidates are marking their papers in appropriate manner and to prevent dishonesty and collusion between candidates; prevents participants from leaving examination room without permission and from taking examination material from room.

5.  Maintains order and quiet in examination room; insures proper administration of examination in progress; makes final decisions on questions and/or candidates may raise relative to the conduct of the examination.

6.  Gathers and checks examination material; packages test materials and makes certain that they are returned to designated test headquarters; exercises surveillance over and insures safety of examination material; stores and disposes of examination material.

7.  Times, evaluates and records achievement of candidates on performance tests.

8.  Scores tests using manual or machine processing such as electronic optical
scanner and automatic keypunch or similar equipment; records scores and furnishes them to authorized persons; maintains testing log and related records.

Knowledge, Skills and Abilities

Requires good knowledge of: Test administration procedures; civil service rules pertaining to test administration; ability to follow oral and written directions and to explain examination requirements concisely and clearly; analyze situations accurately and adopt effective course of action; supervise the work of others; speak clearly when issuing instructions; deal effectively and tactfully with test candidates; keep simple records and prepare complete written reports.

Experience and Training

Completion of two years of college, including courses in tests and measurements or two years experience in the administration of tests preferably with experience in the operation of an electronic optical scanner or similar equipment.

Disaster Service Workers

All City and County of San Francisco employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the City requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.
