Definition

THE JOB: There are currently three vacancies, two in the Department of Public Works (DPW) and one in the Planning Department as described below:

DPW Flood Control - Under direction, administers stream and habitat maintenance programs; oversees flood control and drainage programs; conducts resource and environmental planning studies; reviews programmatic conformance with environmental policies, regulations, and permits; assists in administering environmental resource related grant programs and construction projects; conducts field work in support of various flood control projects and programs, including supporting the localized flood monitoring system

DPW Solid Waste and Recycling - Under direction, supports the development of integrated resource plans, performs analysis of regulatory and legislative activities and monitors the development of new supply technologies for Solid Waste and Recycling, works with the public and consultants as required, conduct outreach and education, and writes grants for related programs and assists Program Manager on landfill and transfer station on various issues as needed.

Planning - Under direction, reviews land development applications for conformance with environmental and general plan policies; conducts field inspections and identifies and evaluates biologic, geologic and related environmental issues; prepares and presents staff reports and findings on environmental permits and projects for internal staff and reviewing bodies; identifies violations of environmental regulations

THE REQUIREMENTS: Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain the knowledge and abilities would be:

SPECIAL REQUIREMENTS: Possession of a valid California Class C Driver License or the employee must be able to provide suitable transportation that is approved by the appointing authority.

Knowledge: Through knowledge of principles, practices and trends of resource planning or to the specialty area to which assigned; principles of biology, geology, hydrology, water quality, solid waste management or watershed management pertaining to land use planning; resource methodology and standard statistical procedures applied to resource data; laws, ordinances and regulations relating to resource planning; knowledge of specialty area to which assigned; purposes and policies, procedures and regulations of a County planning department and resource administration; principles and techniques of gathering and analyzing data; techniques of public presentation; laws and regulations related to resource planning and environmental protection. Working knowledge of legislative processes; policy formulations. Some knowledge of the principles and techniques of project leadership and training.

Ability to: Read and interpret plans, specifications and engineering reports; collect, compile, analyze and evaluate technical, statistical and related resource data; provide services to the public in a courteous and effective manner; participate cooperatively and effectively as a contributing team member; walk over rough terrain and through streambeds; produce acceptable work commensurate with the level of appointment within assigned timeframes; learn to input, access and analyze data using a computer; prepare and present studies and reports, orally, written and graphically; synthesize and explain technical data to non-scientific people; speak effectively before groups; interpret, explain and apply laws, ordinances, rules and regulations; develop and maintain effective working relationships with the general public, officials and personnel from other agencies; interpret maps and aerial photos; present major resource planning studies, analyses and reports to boards, commissions and committees; complete complex assignments, determine alternatives and make recommendations; write, interpret, apply and explain complex rules, laws, regulations and ordinances; prepare clear and concise administrative and technical reports, resolutions and ordinances; understand, interpret and consistently apply provisions of laws, regulations and plans; understand and relate to others the concepts, aims and principles of resource planning; develop, implement and monitor grants; provide leadership to team efforts; coordinate multifaceted programs as project leader; track, monitor and advocate legislation ;act as subject matter expert or resource; complete the most controversial and technically complex resource planning assignments.

Benefits

EMPLOYEE BENEFITS:
ANNUAL LEAVE
- 22 days first year, increasing to 37 days after 15 years of service.  Available for vacation and/or sick leave. HOLIDAYS - 12.5 paid holidays per year.
BEREAVEMENT LEAVE – 3 days paid in California, 5 days paid out-of-state.
MEDICAL PLAN - The County contracts with CalPERS for a variety of medical plans.  For most plans, County contributions pay a majority of the premiums for employees and eligible dependents.
DENTAL PLAN - County pays for employee and eligible dependent coverage.
VISION PLAN - County pays for employee coverage. Employee may purchase eligible dependent coverage.
RETIREMENT - Pension formula 2% at age 60 or 2% at age 62 as determined based on provisions of the CA Public Employees’ Pension Reform Act of 2013(PEPRA). Pension benefit determined by final average compensation of three years.  County participates in Social Security. 
LIFE INSURANCE - County paid $20,000 term policy.  Employee may purchase additional life insurance.
DISABILITY INSURANCE - Employees in the General Representation Unit participate in the State Disability Insurance (SDI) program. This program is funded 100% by employee payroll deductions.
DEPENDENT-CARE PLAN - Employees who make contributions for child or dependent care may elect to have their contributions made utilizing “pre-tax dollars.”
H-CARE PLAN - Employees who pay a County medical premium may elect this pre-tax program.
HEALTH CARE FLEXIBLE SPENDING ALLOWANCE (HCFSA) - Employees may elect this pre-tax program to cover qualifying health care expenses.
DEFERRED COMPENSATION - A deferred compensation plan is available to employees.
OTHER - Other pay and benefit items apply to certain positions or assignments, such as Bilingual Pay and Night Shift Differential.

Selection Plan

THE EXAMINATION: Your application and supplemental application will be reviewed to determine if you have met the education, experience, training and/or licensing requirements as stated on the job announcement. If you meet these criteria and are one of the best qualified, you may be required to compete in any combination of written, oral and/or performance examinations or a competitive evaluation of training and experience as described on your application and supplemental application. You must pass all components of the examination to be placed on the eligible list. The examination may be eliminated if there are ten or fewer qualified applicants. If the eligible list is established without the administration of the announced examination, the life of the eligible list will be six months and your overall score will be based upon an evaluation of your application and supplemental application. If during those six months it is necessary to administer another examination for this job class, you will be invited to take the examination to remain on the eligible list.
