Definition

THE JOB: Under direction, plans, organizes, develops, implements, and coordinates: strategic initiatives to provide resources for developing Animal Shelter services, marketing, public relations, fundraising, community/volunteer outreach activities and programs for the department; develops marketing, fundraising and public relations plans and oversees the implementation of activities associated with these functions.

Employment Standards

THE REQUIREMENTS: Any combination of education and experience that would provide the required knowledge and abilities is qualifying, unless otherwise specified. A typical way to obtain the knowledge and abilities would be:

Three years of progressively responsible experience coordinating and/or managing public relations, community outreach, program development and/or program management functions in public or private organizations; AND college coursework equivalent to two years of undergraduate level studies in Public Relations, Marketing, Journalism, English, Communications, Speech or a closely related field. Additional experience coordinating and/or directing marketing/public relations/community/volunteer outreach services may be substituted for the required coursework on a year-for-year basis.

Desired Qualification: Possession of a Bachelor’s Degree from an accredited college or university in Public Relations, Marketing, Journalism, English, Communications, Speech or a closely related field.

SPECIAL REQUIREMENTS/CONDITIONS: License/Certificate: Possession of a valid California Class C Driver License or the ability to provide suitable transportation that is approved by the appointing authority.

Knowledge: Working knowledge of management, training, fundraising, human/public relations principles and marketing techniques; public and private grant application and administration processes and requirements; public relations, communications and marketing; practices and techniques of volunteer and donor engagement; leadership, project management, team building techniques; principles and practices of contract development and administration; principles and practices of public administration, including organization, management and budgeting; methods and practices related to the preparation, publication and distribution of press releases, media and marketing materials, and public service announcements; techniques of project development and implementation; local government organization and operations and interrelationships between County government and community. Some knowledge of personnel policies and procedures; application of data processing to departmental operations.

Ability to: Plan, develop, organize and coordinate projects and programs; develop and execute a plan to locate, pursue and cultivate potential public and private funding opportunities; develop effective partnerships with diverse constituencies, including volunteers and community partners; negotiate and administer contracts and grants according to designated guidelines and regulations; coordinate, prioritize, and integrate multiple projects in a timely, cohesive, and effective manner; define, analyze, evaluate and solve problems; establish and maintain effective working relationships with volunteers, employees, private consultants, contractors, public officials, donors, community partners, and the public; instruct, persuade, negotiate, and motivate individuals with diverse backgrounds and business/personal interests; speak publicly before large and small groups and individuals at all organizational and social levels in a positive, inclusive, and motivational manner; exercise good judgment and sensitivity in discussing and resolving issues; interpret, apply and explain laws, legislation, ordinances, and administrative policies and procedures; operate a computer and designated software programs to include word processing, desktop publishing, spreadsheets, databases, and specialized publication applications to input, access and analyze information; prepare clear and concise oral and written reports; communicate effectively before groups; make field visits to supervise staff and events; prepare and monitor project budgets and assist in preparation of division budget; and supervise, train and evaluate subordinate staff.

Benefits

EMPLOYEE BENEFITS:
VACATION - 16 days 1st year, increasing to 31 days per year after 15 years service. Available after 1 year service.
ADMINISTRATIVE LEAVE – One week advanced upon appointment; two weeks accrued each year; can be taken in cash or time off.
HOLIDAYS - 12.5 paid holidays per year.
SICK LEAVE - Six days per year.
BEREAVEMENT LEAVE - 3 days paid in California, 5 days paid out-of-state.
MEDICAL PLAN - The County contracts with CalPERS for a variety of medical plans. For most plans, County contributions pay a majority of the premiums for employees and eligible dependents.
DENTAL PLAN - County pays for employee and eligible dependent coverage.
VISION PLAN - The County pays for employee coverage. Employee may purchase eligible dependent coverage.
RETIREMENT AND SOCIAL SECURITY - Pension formula 2% at age 60 or 2% at age 62 as determined based on provisions of the CA Public Employees’ Pension Reform Act of 2013(PEPRA). Pension benefit determined by final average compensation of three years. County participates in Social Security.
LIFE INSURANCE - County paid $50,000 term policy. Employee may purchase additional life insurance.
LONG TERM DISABILITY PLAN - Plan pays 66 2/3% of the first $13,500, up to $9,000 per month maximum.
DEPENDANT-CARE PLAN - Employees who pay for qualifying child or dependent care expenses may elect this pre-tax program.
H-CARE PLAN - Employees who pay a County medical premium may elect this pre-tax program.
HEALTH CARE FLEXIBLE SPENDING ALLOWANCE (HCFSA) – Employees may elect this pre-tax program to cover qualifying health care expenses.
DEFERRED COMPENSATION - A deferred compensation plan is available to employees.

Selection Plan

THE EXAMINATION: Your application and supplemental questionnaire will be reviewed to determine if you have met the education, experience, training and/or licensing requirements as stated on the job announcement. If you meet these criteria and are one of the best qualified, you may be required to compete in any combination of written, oral and/or performance examinations or a competitive evaluation of training and experience as described on your application and supplemental questionnaire. You must pass all components of the examination to be placed on the eligible list. The examination may be eliminated if there are ten or fewer qualified applicants. If the eligible list is established without the administration of the announced examination, the life of the eligible list will be six months and your overall score will be based upon an evaluation of your application and supplemental questionnaire. If during those six months it is necessary to administer another examination for this job class, you will be invited to take the examination to remain on the eligible list.
