DIRECTOR OF ENVIRONMENTAL HEALTH

The County of Santa Cruz is seeking a Director of Environmental Health. Under general direction of the County of Santa Cruz Health Services agency Director, this position is responsible for managing and directing the Environmental Health Programs that includes regulatory oversight of the management of hazardous materials, waste water, small public water systems, individual wells and water systems, medical waste, body art, employee and substandard housing, recreational health, food protection and vector control. Additionally, the Environmental Health program includes working with other agencies for coordination of countywide water resources and water quality planning and management. The incumbent may also face environmental health professionals issues related to water resource planning, water quality improvement, emerging food systems, hazardous materials handling and waste water management.  Under the direction of the Agency Director, a dynamic executive team is committed to meeting the health needs of the diverse Santa Cruz County community. The team’s organizational structure is comprised of five service areas: Behavioral Health, Public and Environmental Health, Clinics, and Administration. Employment Standards

SUMMARY OF QUALIFICATIONS

Any combination of training and experience which would provide the required knowledge and abilities is qualifying.  A typical way to obtain these would be:  

Five years of progressively responsible experience in the environmental health field including two years experience as a supervisor or manager.  A Master’s Degree in Public Health, Environmental Health, Public Administration or related health field may be substituted for one year of experience.  

Special Requirements:

  • Possession and maintenance of a valid California Class C Driver License. 
  • Possession of a valid certificate of registration as an Environmental Health Specialist issued by the State of California, Department of Public Health.  

Knowledge: Thorough knowledge of the State laws, regulations and programs relating to environmental health; and the principles and practices of environmental health protection and education.  Working knowledge of principles and practices of organization and management; principles and practices of supervision and training;  and issues facing environmental health professionals including hazardous materials handling and waste water management.   Some knowledge of budget preparation and administration; and the application of data processing to environmental health operations.  

Ability: Ability to plan, organize, direct and coordinate a comprehensive environmental health program; select, train and evaluate subordinate supervisory and support staff; establish and maintain an effective working relationship with governmental officials, civic leaders, health professionals and the public; prepare and present clear concise oral and written reports; act as a consultant and advisor for environmental health matters; interpret, analyze, explain and apply laws, rules, regulations and ordinances; evaluate programs, policies and practices, define problems and recommend solutions; and learn to input, access and analyze data using a computer.

COMPENSATION & BENEFITS

Medical, Dental and Vision
Medical coverage is available through CALPERS with the County paying a majority portion of the cost for the employee and dependents. A dental plan is entirely County-paid for employees and dependents.  The County pays for an employee vision plan and the employee may purchase dependent coverage.  

Retirement and Social Security
Pension formula 2% at age 60 or 2% at age 62 as determined based on provisions of the CA Public Employees’ Pension Reform Act of 2013(PEPRA). Pension benefit determined by final average compensation of three years.  County participates in Social Security.      

Life Insurance and Long Term Disability Plan
County paid $50,000 term life insurance policy. Employee may purchase additional life insurance.  The County pays for a long term disability plan that pays 66 2/3 % of the first $13,500 up to $9,000 per month maximum benefits.

You must pass all components of the examination to be placed on the eligible list. The examination may be eliminated if there are ten or fewer qualified applicants. If the eligible list is established without the administration of the announced examination, the life of the eligible list will be six months and your overall score will be based upon an evaluation of your application, supplemental application and resume.
