Definition

Under direction, plan, organize and direct the County road maintenance program; to direct, through subordinate supervisors, the work of a large staff engaged in a wide variety of road maintenance and road repair activities; determines priorities of special projects and road improvements; estimates man hours, equipment costs and material costs for special projects, routine road maintenance and work requested by other County departments; patrols roads to review completed work and work in progress; prepares weekly progress reports on maintenance activities; investigates com plaints from the public regarding hazardous road conditions or activities of road crews and determines appropriate action; conducts staff meetings to discuss current work projects and coordinate use of heavy equipment; confers with subordinate supervisors and other departmental staff on injury accidents and safety hazards; conducts periodic training sessions on safety practices; handles personnel problems; attends meetings and conferences; maintains records on divisional operations; prepares correspondence and reports; and to do other work as required. There is currently one vacancy in the Department of Public Works, Road Maintenance Division. The list established from this recruitment will be used to fill the current and future vacancies during the life of the eligible list.

Employment Standards

THE REQUIREMENTS: Any combination of training and experience, which would provide the required knowledge and abilities, is qualifying. A typical way to obtain this knowledge and abilities would be:

Six years of experience in road maintenance or construction work, including two years performing duties comparable to those of a Public Works Supervisor in Santa Cruz County or performing duties which would demonstrate application or possession of the knowledge and abilities listed for Road Superintendent in Santa Cruz County.  

Special Requirements, Conditions: Possession of an appropriate California operator's license issued by the State Department of Motor Vehicles.  

Knowledge: Thorough knowledge of methods, equipment and materials used in road maintenance operations; methods of estimating costs of road maintenance projects; the capabilities, operation and maintenance of light and heavy road construction equipment; and accepted safety practices in road maintenance work. General knowledge of budgeting techniques and the principles of supervision, training and personnel management.

Ability to: Plan, organize and administer extensive road maintenance program; coordinate and direct the work of a large staff engaged in a variety of road maintenance and repair activities; understand and interpret engineering plans and specifications; prepare reports and correspondence; maintain accurate records; and establish and maintain effective working relationships with those contacted in the course of work.

Benefits

EMPLOYEE BENEFITS:
VACATION – 16 days 1st year, increasing to 31 days per year after 15 years service. Available after 1 year service.
ADMINISTRATIVE LEAVE – One week advanced upon appointment; two weeks accrued each year; can be taken in cash or time off.
HOLIDAYS – 12.5 paid holidays per year.
SICK LEAVE – Six days per year; after 6 months.
BEREAVEMENT LEAVE – 3 days paid in California, 5 days paid out-of-state.
MEDICAL PLAN – The County contracts with PERS for a variety of medical plans.  For most plans, County contributions pay a majority of the premiums for employees and dependents.
DENTAL PLAN – County pays for employee and dependent coverage.
VISION PLAN – County pays for employee coverage.  Employee may purchase dependent coverage.
RETIREMENT AND SOCIAL SECURITY – Pension formula 2% at age 60 or 2% at age 62 as determined based on provisions of the CA Public Employees’ Pension Reform Act of 2013(PEPRA). Pension benefit determined by final average compensation of three years.  County pays a portion of retirement contribution and participates in Social Security. 
LIFE INSURANCE – County paid $50,000 term policy.  Employee may purchase additional life insurance.
LONG TERM DISABILITY PLAN – Plan pays 66 2/3% of the first $13,500, up to $9,000 per month maximum.
DEPENDANT-CARE PLAN – Employees who make contributions for child or dependent care may elect to have their contributions made utilizing “pre-tax dollars.”
H-CARE PLAN – Employees who pay a County medical premium share of cost may elect this pre-tax program.
HEALTH CARE FLEXIBLE SPENDING ALLOWANCE (HCFSA) – Employees may elect this pre-tax program to cover qualifying health care expenses.
FLEXIBLE HEALTH ALLOWANCE (FHA) – A portion of the County’s contribution to employee health insurance that allows employees to have health plan purchase options. Employees who are enrolled in a County medical plan can participate in this program.
DEFERRED COMPENSATION – A deferred compensation plan is available to employees.
AUTOMATIC CHECK DEPOSIT – Required for all employees in this bargaining unit.

Selection Plan

THE EXAMINATION: Your application and supplemental application will be reviewed to determine if you have met the education, experience, training and/or licensing requirements as stated on the job announcement. If you meet these criteria and are one of the best qualified, you may be required to compete in any combination of written, oral and/or performance examinations or a competitive evaluation of training and experience as described on your application and supplemental application. You must pass all components of the examination to be placed on the eligible list. The examination may be eliminated if there are ten or fewer qualified applicants. If the eligible list is established without the administration of the announced examination, the life of the eligible list will be six months and your overall score will be based upon an evaluation of your application. If during those six months it is necessary to administer another examination for this job class, you will be invited to take the examination to remain on the eligible list.
