ASSISTANT CHIEF PROBATION OFFICER

The County of Santa Cruz is recruiting to fill an Assistant Chief Probation Officer position. The ideal candidate is an experienced leader who is: innovative, flexible and able to take initiative; enthusiastic about generating creative solutions to complex challenges; willing to foster open communication; demonstrates strong political and organizational acumen; and driven to achieve operational excellence. 

The Probation Department is committed to research-based probation strategies to ensure public safety   through recidivism reduction, reduce victimization and maximize successful completion of the supervision terms.  This is accomplished through 1) evidence-based supervision, 2) addressing issues that drive criminal behavior, 3) alternatives to incarceration, 4) and providing   services and interventions which are proven to reduce recidivism by matching the programs provided with individual needs. Furthermore, it is important that Probation is viewed as a strong alternative to incarceration and has the confidence of Judges, prosecutors, the defense bar, and law enforcement of being a viable public safety option that reduces recidivism. 

Employment Standards

 SUMMARY OF QUALIFICATIONS 

Two years of broad and progressively responsible administrative and managerial experience that includes working with peace officers in community corrections, probation, parole, or the criminal justice system; OR Two years of experience performing duties equivalent to the class of Probation Division Director in Santa Cruz County; OR Equivalent combination of training, education, and experience that would provide the required knowledge and abilities.   

Knowledge: Thorough knowledge of the principles of adult and juvenile probation and rehabilitation; adult and juvenile criminal justice systems relating to probation; Federal and State laws, regulations and procedures affecting probation, detention and rehabilitation programs; principles and practices of public administration including personnel and fiscal management; Superior and Juvenile Court procedures involving probation matters; community needs, and public and private community resources.

Ability to: Plan, organize, direct and evaluate complex departmental programs and activities; develop, direct and evaluate the implementation of departmental policies and procedures; analyze situations, select alternatives, project consequences of actions, implement recommendations and take appropriate action; understand, interpret, explain and apply laws, rules, policies and regulations as they relate to the function of the Probation Department; Superior, Juvenile Courts and personnel practices; collect, interpret and evaluate narrative and statistical data pertaining to administrative, fiscal and management matters; communicate orally and in writing, to effectively present ideas, facts, recommendations, and financial/statistical reports; plan, organize, and coordinate the work of subordinate staff; establish and maintain effective working relationships with other county departments, public officials, public and private agencies, community groups and the general public.  

SPECIAL QUALIFICATIONS:
License Requirement:
Possession and maintenance of a valid California Class C Driver License, or the employee must be able to provide suitable transportation which is approved by the appointing authority. Completion of mandated Standards and Training for Corrections (Manager/Administrator Core Course) in the first year of job assignment.
Background Investigation: Ability to pass a full background investigation to meet provisions of Government Code 1029, 1029.1 and 1031.
Special Working Conditions: Exposure to the possibility of bodily injury; infections which may cause chronic disease or death; combative minor detainees; offensive odors; high noise levels; insect bites, dust and pollens. Physically and mentally capable of performing the positions essential functions as summarized in the specifications typical tasks. Apply a reasonable degree of physical exertion to control client behavior in emergency situations.
Other Special Requirements: Availability to respond to emergencies as needed on a 24-hour basis, which may include evenings, weekends, and/or holidays.

COMPENSATION & BENEFITS

Medical, Dental and Vision
Medical coverage is available through CALPERS, with the County paying a majority portion of the cost for the employee and dependents. The cost of the dental plan is entirely County paid for employees and dependents.  The County pays for the cost of an employee vision plan and the employee may purchase dependent coverage.  

Retirement  
1959 Survivor’s Benefit plus pension formula 2% at age 50 or 2.7% at age 57 as  determined based on provisions of the CA Public Employees’ Pension Reform Act of 2013(PEPRA). Pension benefit determined by final average compensation of three years.  County pays a portion of retirement contribution.  

Life Insurance and Long Term Disability Plan
County paid $50,000 term life insurance policy. Employee may purchase additional life insurance.  The County pays for a long term disability plan that pays 66 2/3 % of the first $13,500 up to $9,000 per month maximum benefits.
